The Louisville VA Medical Center located at 800 Zorn Avenue, in Louisville, KY intends to make a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract for construction services to support the Louisville VA Medical Center. The IDIQ contract will support small Medical Center Funded (MCF) and/or Non Recurring Maintenance (NRM) construction projects. Task Order issued under the resulting contract action shall include but is not limited to carpentry, asphalt and concrete paving, roofing, excavation, interior renovation, carpet & flooring installation, window and door installation, electrical, plumbing, painting and stucco, demolition, masonry, fire protection construction, telecommunications and HVAC.

The subject procurement will be issued for one (1) base year, with three one (1) year option periods. The guaranteed minimum for the contract is $2,000.00 for the base year only. Task Order minimum and maximum values are $2,000.00 and $1,000,000.00 respectively. The total aggregate value over the life of the Single Award IDIQ contract shall be $5,000,000.00.

The guaranteed minimum for the contract is $2,000.00 for the base year only. Task Order minimum and maximum NAICS Code 236220 is primary to this requirement. The small business size standard is $36.5M.

The R.S. Means Cost price book will be integral to all requirements issued under this IDIQ. Non-pre-priced work shall be so noted on each Task Order. Non-pre-priced proposals shall be supported with verifiable documentation supporting competitive quotes (minimum of two), catalogue prices, etc. All non-pre-priced items shall be proposed in bare costs only (material, equipment and labor) and handled in accordance with VAAR Clause 852.236-88. The contractor will proposal the quantities for all the units of work involved in this seed project, and in subsequent Task Orders issued. Project work may include both RS Means priced items, as well as non-pre-priced items. The government will negotiate with the successful contractor on the estimated quantities for all of the RS Means units of work for the Task Order.

A pre-bid conference take place following the solicitation release. In addition to viewing the project site, the conference discussion topics will take place on RS Means Facilities Construction Costs, Coefficients, Non-Pre-Priced Items, Task Order Pricing.

The solicitation is anticipated to be release on or by June 15, 2019.
