View Changes The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for construction activities to include the furnishing of materials, labor, and equipment necessary for the installation of four grid-direct photovoltaic systems within BLM's Butte Field Office, located in Lewis and Clark County, Montana in accordance with the technical drawings and specifications. The arrays shall be located on the roof of an existing structure where feasible. Ground mounted arrays will be allowed if roofs are not adequate for loads or generation capacity. The Contractor will be required to provide documentation showing the photovoltaic systems generation capacity as follows: * Devil's Elbow Campground * 5988 York Rd, Helena, MT 59602 * 25,000 kWh annually * Holter Lake Campground * 1380 Beartooth Rd, Wolf Creek, MT 59648 * 10,000 kWh annually * White Sandy Campground * 6563 Hauser Dam Rd, Helena, MT 59602 * 11,000 kWh annually * Log Gulch Campground * 2205 Beartooth Rd, Wolf Creek, MT 59648 * 11,000 kWh annuallyBLM issued Solicitation Number 140L3624Q0013 via https://sam.gov/content/opportunities, on February 23, 2024. BLM issued Amendment Number 0001 on February 26, 2024. This amendment is being issued to "push" a missing attachment within the Solicitation Package to SAM.GOV.BLM issued Amendment Number 0002 on March 18, 2024.The estimated price range of this acquisition is between $100,000 and $250,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238210 and the associated Small Business Size Standard is $19.0 Million.The Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An organized site visit is scheduled for Tuesday, February 27, 2024, at 10:00 am local time. Contractor's shall meet at the Devil's Elbow Campground. Section L, Clause 52.236-27 ¿ Alternate I will have the detailed information for the site visit.A single contract award will be made to the offeror that submits a quotation that has been determined to be the best value based on Simplified Acquisition Procedures within the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around March 20, 2024, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations.The Government anticipates award of this procurement on or around April 15, 2024. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 180 calendar days. The time stated for completion shall include final cleanup of the premises. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
