This is a NOTICE OF INTENT for the procurement of X-ray Photoelectric Spectrometer (XPS) to support the Corrosion Test Laboratory in the Corrosion and Wear Branch (4.3.4.6) in the Materials Engineering Division at NAWCAD, Patuxent River, MD 
The Government intends to award a Firm-Fixed Price contract, on a sole source basis, to Physical Electronics Inc. 18725 Lake Dr East, Chanhassen, MN 55317, for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition.  
The Minimum Equipment Requirements, Attachment (1), is hereby provided.
The specific equipment, software, installation, training, and warranty is as follows: (There are no substitutes allowed for this equipment):
 •1)     Hardware
•a.      One (1) PHI 5000-01 VersaProbe Scanning ESCA Microprobe unit
•b.     One (1) V5000-GC Gas Cluster Ion Source
•c.      One (1) 718561 Turbopump System
•d.     One (1) V5000-K Vacuum Transfer Vessel
•e.      One (1) V5000-IG Intro Ion Gauge
•f.      One (1) 711953 Argon Gas Regulator Kit
•g.     One (1) Windows 10 Computer for machine control
•2)     Software
           
•a.      One (1) license for the Phi SmartSoft-VersaProbe control software
•b.     One (1) license for the PHI MultiPak analysis software
 
•3)     Installation, Training and Warranty
 
•a.      Installation of the VersaProbe III system, and integration of purchase options
•b.     Three (3) days of on-site operation training
•c.      Three (3) days of on-site analytical training
•d.     One-year hardware warranty
•e.      Three-year standard service warranty
Place of Delivery:  The items above must be delivered to the following address:  MATERIALS ENGINEERING DIVISION - Corrosion and Wear Branch, Attn:  Joseph Ullman or Steven Kopitzke, 48066 Shaw Road Unit 5, Building 2188, (Corrosion and Wear Lab, Room 206) Patuxent River, MD 20634. Delivery shall be no later than 8 months after contract award.
This notice is not a request for competitive proposals. All responsible interested parties may submit a capability statement by 4:00 p.m. on 05 June 2019 via e-mail to Miriam.railey@navy.mil. Capability Statements will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government shall not reimburse interested sources for any information provided nor return any information provided. Offerors must ensure that their firm is registered with the System for Award Management (SAM).  For further information, please refer to https://www.sam.gov.
