Approval procedure (open house procedure) for the supply of uniforms for the judicial staff of the State of NRW.
Potential clothing suppliers can provide uniforms for prison staff in an admission procedure (open-house procedure)This publication does not constitute the award of a public contract within the meaning of the Public Procurement Coordination Directive (2014/24/EC) or public procurement law. In order to ensure the highest possible degree of transparency for the intended conclusion of contracts, publication will be made in the Supplement to the Official Journal of the European Union.in the absence of an appropriate publication form, the contract notice will be used. The resulting conceptual specifications, such as the procedure designation "open procedure", are solely due to the use of this contract notice form and the publication platform. A further meaning, in particular a submission to regulations under public procurement law, as far as they are not obligated for legal reasons, is not connected with it A purchase contract is only directly concluded between the approved service clothing company and the individual employees. The blue uniforms of the judiciary comprise all articles which are named in the appendices of the technical product description as well as appendix 1 with AV of 13.4.2012 (Dienstkleidungsvorschrift für die Justiz des Landes Nordrhein-Westfalen {2044 - IV. 19} - JMBl. NRW p. 91 -). The technical product description can be requested from the Central Office for Procurement in Prisons at the Castrop-Rauxel Prison (admissions office). The approved service clothing provider undertakes to manufacture these items of clothing or have them manufactured and distribute them exclusively for judicial staff of the State of North Rhine-Westphalia in accordance with the technical product descriptions provided, taking into account the existing design protection. Only suppliers who offer the full range of uniforms resulting from the Annex and who undertake to offer the employees exclusively the garments specified in the CA as approved uniforms may be admitted. The Ministry of Justice shall decide on any additions to the uniforms. The Ministry of Justice also reserves the right to make changes to the technical product descriptions. The performance capability, order acceptance, textile-compatible storage of all collection items, availability and returns management (including batch tracking in the event of complaints including immediate re-shipment) as well as packing, commissioning and cost-optimised dispatch must be presented or proven in the approval procedure. The approval office offers all suitable and interested suppliers the opportunity to conclude or join this agreement at any time during the entire defined term of the contract. An exclusivity is not given, likewise no selection decision is made by the admissions office and a contract is concluded with each company that fulfils the participation requirements. Exclusivity is not given. The contract can be concluded at any time and under the same conditions. Individual contract negotiations will not be conducted and the contract begins when the admission is granted. The admission is granted for an indefinite period of time. The contract period ends exclusively by written notice. The notice period is twelve months.
