Obtaining tender documents and addenda
According to the principles conveyed by the Act respecting public bodies contracts and its regulations, call for tenders documents and, where applicable, any addenda amending them can only be obtained through the Electronic Tendering System (Ref. Act respecting public bodies contracts and its regulations "RCA a.4, 5.1 and a. 9.1".
Important notice to service providers
This call for tenders is limited to qualified service providers only as part of the call for qualifications for quality assurance work as part of the Dossier Santé Québec (QC-RAMQ-20160279).
The qualified service providers are as follows:

Context setting
The Régie de l'assurance maladie du Québec, hereinafter referred to as the Régie, a legally constituted legal person having its head office at 1125, Grande Allée Ouest, Québec City, Québec, G1S 1E7, hereby invites tenders from service providers for the following project: Work in operation and operation of IT services with expertise in automation.
The Régie is looking for an information technology service provider to carry out quality control and assurance work as part of the maintenance, upkeep, operation, operation and evolution of the technological infrastructures of the Dossier Santé Québec.
The professional services contract to be entered into will be for a period of twenty-one (21) months from October 15, 2019 to July 14, 2021.
The service provider must submit a daily rate for the expertise profile set out in the price schedule. The submitted daily rate includes the cost of labour and equipment necessary for the performance of the contract as well as general expenses, administrative expenses, travel and subsistence expenses, fringe benefits, profits and other indirect costs related to the contract and, where applicable, customs fees and duties, permits, licences and insurance.
The service provider must demonstrate in its bid that it has all the specialized professional skills and expertise required and necessary to carry out such a project.
In addition, the service provider must allocate to the project, the resources having all the specialized professional skills and that they have all the required and necessary expertise required by the Régie.
The selected service provider is the one that submitted the lowest bid in accordance with the manner described in Article 3.10 "Selection of the successful tenderer" in accordance with the needs and requirements expressed in these tender documents.
The contract will be awarded to the service provider that has met the requirements of Articles 3.7 "Eligibility Requirements for Service Providers" and 3.8 "Bid Compliance Requirements".
The Régie does not undertake to accept any of the offers received, particularly when it deems that the prices are too high or disproportionate or do not reflect a fair price.

Any request for additional information should be made in writing before the deadline for receipt of submissions to Audrey Thibault by email to sgcrm.acquisitions@ramq.gouv.qc.ca.
The Régie's response will be communicated in writing, via SÉAO, to all service providers who have obtained the tender documents directly from SÉAO. These questions and answers will be an integral part of the tender documents.
