B.00 GENERAL DESCRIPTION

B.01 Purpose

The purpose of this Specification is to acquire a Wood Floor Maintenance Service as described below:

The Centre de services scolaire Marguerite-Bourgeoys (CSSMB) wishes to retain the services of ONE (1) SERVICE PROVIDER specialized and expert in wood floor maintenance, more specifically to perform repair, cleaning, sanding and varnishing work on wood floors (gymnasium, classroom, stage, palestra and others), and this, under the terms and conditions described in the Tender Documents (T.D.s) for this project 23-176, including this Quotation.

B.01.01 ITEMS (Mandate) in APPENDIX 2 - PRICE SCHEDULE

Throughout the term of the Contract, the SERVICE PROVIDER undertakes to provide, among other things, the services of qualified manpower, i.e. Technicians, to perform all work related to the maintenance of wood floors;

The prices submitted for each of the ITEMS (mandate) in APPENDIX 2 - PRICE SHEET, i.e. the unit rate (UNIT PRICE) per square metre, must include, among other things, the labour (including the Technicians), the service truck, the products, materials, equipment, tools and various appliances required to carry out the work in accordance with the rules of the trade that the SERVICE PROVIDER and his team of qualified Technicians are obliged to apply and respect. The UNIT PRICES submitted must also include the supervision required by the SERVICE SUPPLIER's Project Manager or any other supervisor for the complete execution of the work.

The average surface area per type of room is as follows:
- Gymnasium; 425 sq.m.
- Stage; 100 sq.m.
- Palestra; 225 sq.m.
- Other premises; 100 sq.m.

B.02 Background

The Centre de services scolaire Marguerite-Bourgeoys (CSSMB), a PUBLIC ORGANIZATION located on the West Island of Montreal, serves nearly 72,000 students and more than 11,500 employees in 102 schools, making it the second largest school network in Quebec;

Its territory covers seven Montreal boroughs and 13 West Island municipalities: Lachine, LaSalle, L'Île-Bizard/Sainte-Geneviève, Outremont, Pierrefonds/Roxboro, Saint-Laurent, Verdun, Baie-D'Urfé, Beaconsfield, Côte-Saint-Luc, Dollard-Des Ormeaux, Dorval, Hampstead, Kirkland, L'Île-Dorval, Montreal West, Mont-Royal, Pointe-Claire, Sainte-Anne-de-Bellevue and Senneville;

The CSSMB must ensure that wood floors are safe for all users. In this context, the CSSMB requires the specialized services of a SERVICE PROVIDER, expert in the field, to carry out wood floor maintenance work in several of these establishments, and more particularly, but without limitation, on surfaces in spaces such as gymnasiums, stages, palaces, classrooms and libraries.

B.03 Term of Contract

a) The Contract shall expire after a period of ONE (1) year from its inception, unless prematurely terminated in accordance with the other provisions of the Contract;

b) SERVICE PROVIDER agrees to TWO (2) options to renew the Contract for an additional term of ONE (1) year each.

c) Thus, the period of work (approximately 3 months) during the 1st year commences from the Notice of Award until September 30, 2026. Please note, however, that unless otherwise advised by the CSSMB Representative, the contract will run from June (end of classes) to the end of August (resumption of classes).

B.04 Target establishments and particularities

a)Each year, no later than May 30, the CSSMB Representative provides the Project Manager with a list of establishments targeted for wood floor maintenance services. A list with a minimum of 10 establishments is provided to the SERVICE PROVIDER. A maximum of 15 establishments per year should be targeted;

b) Although the majority of wood floors are located on the first floor of schools, some may be located on upper floors. Thus, the SERVICE PROVIDER must take into consideration that he may have to move his equipment to higher floors and that elevators are not always available. The CSSMB will not pay any surcharge to the SERVICE PROVIDER if maintenance services must be performed on a level other than the first floor.


B.05 Régie du bâtiment (RBQ) license

The SERVICE PROVIDER must hold a current license from the Régie du bâtiment du Québec, for the entire duration of the Contract, for the following 2 categories and must also provide proof thereof when submitting its Tender;

1. specialized contractor category 6.2 for wood and plastic work
2. Specialized Contractor Category 9.0 for Finishing Work
