Notice of public call for tenders - call for tenders based solely on price
By the present notice, the Centre de services scolaires de Montréal (CSSDM) invites bids for the following call for tenders:
Project
Title: Deployment of wireless network cabling - Lots 1, 2 and 3
Tender number: 25-3157P
Description of work: The Centre de services scolaires de Montréal, Owner, is requesting tenders for the deployment of wireless network cabling in a group of 24 schools.
The work consists of wiring the wireless terminals. These terminals will be supplied by the CSSDM, and the consistencies of the work to be carried out as part of this call for tenders are developed in the "Technical specifications" document.
Building: several schools in three lots
The schools concerned by this call for tenders are divided into three lots:
Lot 1: Nine schools: Annexe Charlevoix, Coeur-Immaculé-de-Marie, Coeur-Immaculé-de-Marie - Annexe, De la Petite-Bourgogne, Dollard-des-Ormeaux, Ludger-Duvernay, Marie-de-L'Incarnation, Notre-Dame-du-Perpétuel-Secours and Saint-Raymond.
Lot 2: Nine schools: Des Cinq-Continents- pavillon Dupuis, Des Cinq-Continents- pavillon Saint-Antonin, Du Petit-Chapiteau, Notre-Dame-de-Grâce- Annexe, Judith-Jasmin, Les-Enfants-du-Monde, De l'Étincelle, La Petite-Patrie- pavillon Saint-Jean-de-la-Croix and Saint-Gérard,
Lot 3: Six schools: Christ-Roy, Barthélemy-Vimont and Centre William-Hingston, Saint-Simon-Apôtre, École des métiers de l'informatique, du commerce et de l'administration (ÉMICA), École des métiers de l'équipement motorisé de Montréal (EMEMM) and Joseph Charbonneau.
Each supplier is entitled to participate in one or more lots. A contract will be awarded for each lot to the lowest compliant bidder.
For each lot, the bidder must give a lump-sum price for the complete cabling of each school, failing which the bid will be automatically rejected. The number of terminals to be installed in each school is provided in the price list.
Site visit: The dates for site visits are detailed in article 16 of the tender abstract.
A site visit is not a condition for the admissibility of a bid and therefore does not lead to its rejection. However, it is strongly recommended that, before preparing his bid, the bidder visit the indicated site in order to familiarize himself with anything that might affect the services to be performed in any way whatsoever. No claim due to ignorance of the general and local conditions will be recognized by the CSSDM. The bidder may not claim any compensation for travel expenses.
Period / Deadline for completion: This information is specified in detail in article 20 of the tender abstract.

TU Bid bond:
All bids must be accompanied by a bid bond representing 10% of the total cost of the bid, including applicable taxes, in favour of the Centre de services scolaires. This bid bond must be presented in one of the following forms:
An irrevocable letter of guarantee issued by a financial institution valid for a period of 45 days following the bid opening date. [C1]
A bid bond issued by a financial institution that is an insurer licensed under the Insurance Act. [C2]
As bid security, only the bond and the irrevocable letter of guarantee are accepted when a bid is transmitted electronically. No other form of security is accepted with this method of transmission. If the tender documents provide for another form of bid security and the service provider wishes to avail himself of it, the bid must be transmitted exclusively on paper.

Given the current situation, bidders wishing to submit a paper bid are asked to come to the CSSDM administrative center on the day of the opening. A representative of the Bureau des approvisionnements will be on hand to receive bids from 8:30 a.m. to 12 p.m. and from 1 p.m. to 2 p.m.
The CSSDM will receive bids for the corresponding call for tenders by 2 p.m. on the opening date indicated. All paper bids must be delivered sealed in an envelope marked with the return label included with the call for tenders, or any exact reproduction of its contents, and with the bidder's name and address in the upper left-hand corner. Tenders submitted electronically may only be made via the SEAO.
It is the bidder's sole responsibility to ensure that the documents are deposited at 5100 Sherbrooke Street East, 1st Floor, Montreal, Quebec, H1V 3R9 on the date and at the time stipulated in this call for tenders, and delivered by hand to the Procurement Office.
It is important to allow sufficient time for access and submission of bids. The CSSDM cannot be held responsible for delays related to access management in the context of a pandemic.
Visitor parking is available for those wishing to submit paper bids.
Tenderers may contact the person in charge for any information they may require. The CSSDM does not undertake to accept the lowest or any of the bids received.
Tender documents must be obtained directly and exclusively from the SÉAO.
No list of document takers will be provided by the owner.
