The Defense Security Cooperation Agency (DSCA) is conducting market research in support of a possible contract to improve international partners' capabilities to prevent civilian casualties and mitigate other harm to civilians that may arise from partner security operations.
Introduction:
WHS/AD is seeking information on behalf of DSCA for potential sources to provide improved capabilities to prevent civilian casualties internationally.
This Sources Sought Notice is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. This notice neither constitutes a Request for Proposal (RFP), nor does it restrict Washington Headquarters Services, Acquisition Directorate (WHS/AD) to the ultimate acquisition approach. No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers.
Background:
This market research is in support of the National Security Presidential Memorandum regarding U.S. Conventional Arms Transfer Policy signed in April 2018, which establishes that it is the policy of the executive branch to facilitate ally and partner efforts, through United States sales and security cooperation efforts, to reduce the risk of national or coalition operations causing civilian harm.
Specific Task Include:
DSCA is exploring new tools to improve international partners' capabilities in this area. Tools could include:
• Tools and methodologies to:
 Improve foreign countries' capacity to effectively employ strike capabilities in a manner that distinguishes between military objectives and civilians.
 Develop and integrate principles and techniques on the protection of civilians in relevant partner force standard operating procedures, encouraging and enabling a partner to avoid civilian casualties in the context of military operations.
 Build partner capacity to collect, track, and analyze civilian casualty data and apply lessons learned to future operations.
 Support enhanced investigatory and accountability standards in partner forces in order to ensure that such forces comply with the laws of armed conflict and observe appropriate standards for human rights and protection of civilians.
 Increase partner transparency, which may include the establishment of capabilities within partner militaries to improve communication with the public.
Unclassified software and other tools that assist with targeting and collateral damage estimates for military operations, including technology capabilities that would assist in the effective use of air-launched weapons (PGMs or unguided bombs) and/or analyze potential collateral damage based on a specific weapon employment scenario.
Sample User Cases:
• Training tools and methodologies on Tactics, Techniques and Procedures (TTPs) and other approaches for preventing civilian casualties and mitigating civilian harm that the United States could use to train foreign partners in conjunction with certain arms transfers or other security cooperation programs.
• Technology that allows a fighter aircraft pilot in a partner nation to determine the most effective way to employ a guided munition against a specific target and the effects of a guided munition employment.
• Technology that would aid an intelligence professional with determining the most effective means of employing an air-launched weapon at an military objective (potentially to include choosing desired point of impact/desired median point of impact (DPI/DMPI) and probability of damage (Pd), angle of attack analysis, fusing determinations, etc.)
• Technology that would allow for the estimation of collateral damage from a specific weapons employment.
The tools must be releasable to foreign countries.
Security Clearance: N/A. Open to all, no security clearances required.

NAICS: The anticipated North American Industry Classification System Code (NAICS) for this requirement is to be determined by input from industry. The government is requesting that industry provide recommended NAICS codes for this requirement.
Submission Details:
Interested businesses having the capabilities necessary to provide the specified services may submit capability statements and/or brief your company's approach on June 18-19 for 45 minutes. Briefings should present the proposed technical approach, timeline, rough cost estimate, and expected support required from the Government. Respondents may email questions regarding this notice by: 1:00 pm, ET June 6, 2019.
Capability Statements must be submitted no later than: 1:00 pm, ET June 14, 2019, Capability statements will not be returned. No telephone requests will be honored.

As applicable, provide any additional information on services that the company provides along with a brief description of the approach the company would take in providing the services contemplated in this Sources Sought.
Proprietary information and trade secrets shall NOT be submitted as part of a response. Please be advised that all submissions become Government property and will not be returned. The Government shall not be held liable for any damages incurred if proprietary information is submitted, as it is clearly stated this type of information shall NOT be submitted.
