The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B40819Q00000004 for the provision of Welding Lab Supply & Setup. The contractor will provide the Welding Lab Supply & Setup in the Education Department at USP Leavenworth, located at 1300 Metropolitan Ave, Leavenworth, Kansas 66048. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on past performance, length of warranty for replacements/repairs, and price. More details are within the solicitation. The Contractor must provide all warrantied supplies that also meet OSHA and manufacture requirements as well as provide a manufacture trained representative (MTR). Although, a vision of what it should look like is already established, sometimes this can be a fluid process. To ensure the vision is fulfilled at its best, the MTR will be present during the install to oversee the design of the lab. The MTR must have experience and education in the welding field to ensure that all items are the current industry standards/trends. The MTR must also have a working knowledge of the AWS testing standards. THE MTR will have the knowledge and experience to suggest any ideas to include but not limited to cutting cost, designing a live work area, and future growth of the program. The MTR will ensure that the supplies and setup (placement of supplies and distance between each, etc.) meet all manufacture and OSHA policy/requirements. The MTR will be current on all changes in the industry in terms of skills and OSHA requirements. A list of supplies is provided below. The delivery of all supplies will be at one location and will be coordinated with the Education Department once award has been made. All supplies will be delivered no later than two weeks after award and setup will begin immediately after all supplies have been received. If there are no incidents at the institution that would restrict the inmates from assisting with this project, then it should not take longer than approximately 3 weeks to complete this project. The solicitation will be available on or about July 26, 2019 and will be distributed solely through the Federal Business Opportunities website at www.fbo.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about August 23, 2019. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Insert the clause FAR 52.204-13, System for Award Management Maintenance, in solicitations that contain the provision at 52.204-7, and resulting contracts. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database.
