Description

The website www.klimaschutz.de is an important instrument in the external presentation, through which the numerous funded projects and multi-layered measures of the initiative can be presented on a platform in a clear and, above all, coherent way. It is an integral part of the NKI's public relations work. The website is a showcase for the projects, which are divided into four target groups: municipalities, education, consumers and business. It serves the general public and potential beneficiaries as an information portal on the activities of the NKI, its previous funding projects and current funding programmes. Here, concrete funding opportunities are shown as well as information on climate protection and a selection of tools for potential project participants such as the funding calculator and the KRL funding controller are provided. In addition, the website serves to inform and network the participating actors and provides access to the community of the NKI, an internal area for the online communication of the target groups of the NKI. In addition, the information pages of the Service and Competence Centre: Municipal Climate Protection (SK:KK) on behalf of the BMU can also be found here. The NKI website at www.klimaschutz.de is to be operated throughout the entire service period, maintained on an ongoing basis and further developed in terms of content, editorial content and technology. All services required for this are to be rendered within the scope of this order. The Internet presence was fundamentally revised in 2017. Fundamental changes to the design or the technical design are therefore not necessary within the scope of this order. All services are to be realized within the framework of the existing design and the existing basic architecture. All necessary updates must be planned in order to operate the Internet presence at any time using a version corresponding to the current state of the art, so that the current modern functionalities of the Internet presence are available at all times. In terms of content, it must be ensured that the content is always up to date and, if necessary, that it can be expanded to include relevant new content. The Internet offer is to be made available continuously in German language. In addition, a new version in English may have to be implemented for certain areas, and existing English-speaking areas must be maintained on an ongoing basis. During the further development of the NKI website, editorial texts have to be worked out, solutions for programming user areas and interactive elements have to be developed, measures for supporting campaigns on the Internet have to be implemented, and various online features for current events have to be realised. With the help of a CMS (content management system), various NKI players can provide information on the Internet presence. For example, the reports and dates in the area of the target group "municipalities" are maintained by SK:KK. As editors, only the employees of SK:KK currently use the CMS in addition to AN. Other actors regularly provide up-to-date information, which must then be entered into the portal by the employee. Cooperation with third parties from funded projects or with other BMU contractors is therefore imperative and a smooth process is assumed. In addition, the Client shall require close and continuous cooperation as well as regular information and coordination between the contractors of lots 1 and 2 on the basis of the awarding of the services in lots. The public relations work for the NKI is to be supervised with all associated services and implemented in close coordination with the AG. For this purpose, the public relations work for the NKI must be continuously conceived, revised if necessary, controlled and implemented in close coordination with the AG. In all areas, the central objective of this contract is to inform potential project participants about the funding opportunities offered by the NKI in order to continuously increase the use of funding and thus the reduction of greenhouse gas emissions. To this end, the contractor must develop creative approaches that are suitable for successfully addressing new potential project participants in the specific target groups of the NKI and motivating them to reduce greenhouse gas emissions. In this part of the contract, the target group is primarily the specialist public. The professional audience of the NKI essentially consists of potential project participants in the fields of municipalities, consumers, business and education, as well as the corresponding multipliers with their own accesses to these target groups. In contrast, the focus here is less on reaching broad sections of the population, but is covered separately by the AG through supplementary orders if required. The NCI is constantly being developed as the federal government's central funding instrument for climate protection in order to respond to changing framework conditions and needs. Thus, existing funding programmes are further developed or extended and new calls for funding are added if necessary, sometimes in thematically new areas. The CO for the ongoing public relations work of the NKI should accompany this development and react flexibly by developing innovative ideas for communication and implementing them in high quality in such a way that the relevant target groups are optimally motivated to make use of the funding opportunities and thus to achieve additional savings in greenhouse gas emissions. In addition, the previous successful public relations work on the NKI in the area of information materials and advertising media as well as events with the highest continuity must be continued in the proven manner. For this purpose, proven formats, templates and editorial guidelines are available, which do not require any major adaptation at the time of tendering. The existing formats, templates, guidelines and conceptual principles may be subject to change during the performance period. Ongoing further development and adaptation must therefore be taken into account.
