Institutional strengthening of the EPSAs of the Projects that make up Lot 4 of the MIAGUA V Program, in relation to technical, legal, administrative, financial, commercial and planning management processes.
The individual consultancy by Product "INSTITUTIONAL STRENGTHENING IN POST INVESTMENT LOT 4 MIAGUA V DEPARTMENT OF COCHABAMBA", has the following objectives: 1. To prepare a comprehensive and participative assessment document of the state of the potable water and sanitation service provision in charge of the EPSA, after the final delivery of the work. 2.Elaborate and manage the approval of Post Investment Institutional Strengthening Plans (PLAN FI) to the service providers (Technical and Administrative), conformed EPSA; based on the results of the integral and participative valuation.Provide technical assistance to strengthen the capacities of the EPSAs according to the Post Investment Institutional Strengthening Plan (FI Plan).4. Provide technical assistance to strengthen the capacities of the EPSAs in technical, legal, administrative, financial, commercial and planning management of the systems built, in order to improve management and achieve sustainability.EXPECTED RESULTSa) The EPSAs have a comprehensive and participatory assessment document, prepared in accordance with their current reality and context. b) There are Post Investment Institutional Strengthening Plans (FI Plan), prepared in consensus with the EPSAs and approved by the designated UCEP MMAyA Supervision.c) All the activities of the Post Investment Institutional Strengthening Plan (IF Plan) have been implemented in each EPSA during the contracted intervention period. d) Progress has been reported on compliance indicators with means of verification. e) EPSAs have developed and strengthened their capacities for the implementation of good technical, legal, administrative, financial, commercial and planning management in accordance with the IF Plan. f) The EPSAs have the following minimum equipment:DRINKING WATER SYSTEMSEquipment to measure Residual Chlorine minimum requirements - DPD method - Measurement range 0.00 to 5.00 mg/L - Measurement capacity 50 samples - Accuracy 0.01 mg/LEquipment to measure pressure in domestic pools - Analog pressure gauge - Measurement range: 0 to 6 bars. - Resolution 0.1 bar - Material stainless steelPROYECTOS DE SANEANAMIENTO (ALCANTARILLADO)- Rods for cleaning collectors with couplings and joints - 5 units- Diameter of 8 mm- Length of 0.96 mts- Steel material with flexibility to pass curves- Rods for cleaning collectors- Clothing for operation of PTAR (overalls, rubber boots, mask and gloves).g) The GAMs have participated in the short term strengthening processes and know and approve the medium and long term actions that must be executed in order to achieve the sustainability of the services.
