Description

A public service concession contract awarded in accordance with article R3126-1 of the French Public Procurement Code and articles L. 1411-1 et seq. of the French General Local Authorities Code. The purpose of the contract is to entrust the management of the public drinking water production, supply and distribution service for lot no. 1, and the management of the public wastewater treatment service for lot no. 2. The procedure will be an open concession
The concessionaire will be responsible for managing the production, supply and distribution of drinking water in the communes of Juncalas, Lourdes, Lugagnan and Saint Créac. Management of the service will include : the constant supply to all users of water of the chemical, physical and bacteriological quality required by current regulations, the operation of drinking water abstraction, production, conveyance, storage and distribution facilities in such a way as to ensure continuity of service to users, the upkeep, monitoring, maintenance, repair and renewal of equipment, and the performance of the work provided for in this contract, keeping an up-to-date inventory of the service's tangible and intangible assets, collecting and making use of information relating to the operation of installations and the performance of the service, meter reading and customer management in conjunction with CATLP, managing relations with CATLP, including the regular provision, on request, of all information and summaries on the management and technical and financial operation of the service. The concessionaire will not be responsible for the direct management of subscribers (customer contact, billing and collection, processing of connection and town planning applications), nor for the construction of connections. The concessionaire will manage the public sanitation service in the following communes: Adé, Aspin en Lavedan, Julos, Lourdes, Omex, Ossen, Poueyferré, Segus, Viger, as well as management of the wastewater treatment plant in Aureilhan. Management of the service will include Operation of the wastewater collection, transport and treatment facilities to ensure continuity of service for users, compliance with current regulations on wastewater system conformity and discharge, management of sewage sludge in accordance with regulations, maintenance, monitoring, servicing, repairs and renewal of equipment, and execution of the works provided for in this contract, keeping up-to-date inventories of the service's tangible and intangible assets, collecting and making use of information relating to the operation of installations and the performance of the service, customer management in conjunction with the CATLP, managing relations with the CATLP, including the regular provision, on request, of all information and summaries on the management and technical and financial operation of the service. The concessionaire will not be responsible for the direct management of subscribers (customer contact, billing and collection, processing of connection and town planning applications) or for the construction of connections. Maintenance of stormwater drains and networks, and network repairs are also excluded from the contract.
