This procedure is concerned with the assignment through an open procedure pursuant to art. 164 of Legislative Decree 50/2016, pursuant to art. 202 of Legislative Decree 152/2006 and of Regional Law Emilia Romagna n. 23/2011 of the public service concession contract, concerning the integrated urban waste management service in the "Pianura e Montagna Modenese" territorial basin (in accordance with the specifications of the Integrated Call for Tender and Tender Specifications, Service Contract and related annexes). In any case, special waste that is not assimilated is excluded. the institution of use (art. 89, Legislative Decree 50/2016) applies in accordance with the provisions of letter J of the Integral Call for Proposals and Charges Specifications. The service subject to this procedure will last 15 years (art. 203, c. 2, letter c), Legislative Decree no. 152/2006) starting from the date provided for in the Service Contract.) In view of art. 26, Legislative Decree no. 81/2008 and the Determination of the AVCP no. 3/2008, it should be noted that the costs of safety from risks of an interferential nature have been evaluated at zero and it is therefore not necessary to draw up the D.U.V.R.I. Pursuant to art. 23, c.16, Legislative Decree no. 50/2016, estimated labour costs are identified as 425 268 004,00 EUR. The value used as the basis for the auction is made up of the values of the individual years (excluding VAT) as set out below: for the first year of assignment, EUR 59 246 526.00; for the second year of assignment, EUR 60 904 942.00; for the third year of assignment and for the following years until the expiration of the Contract, EUR 62 563 359.00. The bid must take account of the security costs associated with the activity covered by this assignment, which must be indicated by the Competitor..5), commensurate with the entire period of validity of the Contract, constitutes the auction base subject to discount at the time of the economic bid and takes as its object the basic services referred to in point II.1.4) of this Call for Proposals. The ratio between the total amount offered by the Competitor and the auction base value will be multiplied by the auction base values for each year of the first three years of assignment for the purpose of determining the annual fee for the basic services. The same percentage discount offered by the Competitor will be applied to the individual unit prices relating to the supplementary services referred to in point II.1.4), as described in Annex B to the Tender Specifications. The unit prices thus determined will be used for the valorisation of additional services in the case of services (services and/or supplies) the unit costs of which cannot be inferred from the Industrial Economic Plan (Annex C to the specifications). No variants are allowed, except for proposals for improvement as provided for in the Full Call for Proposals and Tender Specifications.
