Description

The purpose of the procedure is the assignment - pursuant to art. 202 of Legislative Decree no. 152/2006 as amended and supplemented, Emilia-Romagna Regional Law no. 23/2011 and the regulations in force in any case - the public service concession contract, relating to the integrated urban waste management service in the Bologna area. The waste covered by the service referred to in the relevant concession contract is urban waste and assimilated to urban waste pursuant to art. 184, paragraph 2, of Legislative Decree no. 152/2006 and subsequent amendments and additions. The institution of the use (art. 89 of Legislative Decree 50/2016) is applied in accordance with the provisions of letter J) of the full notice and specifications. The service covered by this procedure will have a duration of 15 years, pursuant to art. 203, paragraph 2, letter c), of Legislative Decree no. 152/2006, starting from the date provided for in art. 4 of the service contract. Pursuant to art. 26 of Legislative Decree no. 81/2008 and given the determination of AVCP (now ANAC) no. 3 of 5.3.2008, it should be noted that the costs of security from risks of an interference nature have been estimated at EUR 0 and it is therefore not necessary to draw up the D.U.V.R.I.. Pursuant to Article 23, paragraph 16, of Legislative Decree 50/2016, the estimated labour costs are EUR 767,300,808.00. The value of the auction is composed of the values of the individual years (excluding VAT) as follows: for the first year of foster care, EUR 115,381,013.00; for the second year of foster care, EUR 118,452,084.00; for the third year of foster care and for the following years until expiry of the contract EUR 121,523,156.00.The offer must take into account the company security charges related to the activity to be entrusted, which must be indicated by the competitor in the economic offer. The amount referred to in point II.1..5), commensurate with the entire period of validity of the contract, constitutes the basis of the auction subject to a discount at the time of economic bidding and covers the basic services referred to in point II.1.4). The ratio between the total amount offered by the tenderer and the auction base value will be multiplied by the auction base values of each year in the first three years of the entrustment period for the purpose of determining the annual fee for the basic services. For the years following the third year of entrustment, the fee for basic services will be updated in accordance with Article 39 of the service contract. The percentage reduction offered by the tenderer will be applied to the individual unit prices for the additional services referred to in point II.1.4) as described in Annex B to the tender dossier. The unit prices determined in this way will be used for the valuation of supplementary services in the case of services (services and/or supplies) whose unit costs cannot be deduced from the business plan (Annex C). This procedure is carried out in compliance with the PANGPP, in accordance with the Ministerial Decree of 13.2.2014 'Minimum environmental criteria for entrusting the urban waste management service'. No variations are allowed when submitting tenders, except for proposals for improvement as provided for in the following full tender dossier and specifications.
