Description

The subject matter of the contract is the collection, transport and management, coming from the Waste Management Plant Olszowa Sp. z o. o., of waste code 20 03 07 and generated in the segment of disassembly of bulky waste code 19 12 10, 19 12 12. The order is organized in connection with the downtime of the technological line caused by the modernization of the Waste Management Plant subsidized under the Operational Program Infrastructure and Environment for 2014-2020 Measure 2.2 and 2.5, Project No. POIS.02.02.00-00-0038/18.02.00-00-0038/18 for the task entitled: Modernization of Waste Management Plant in Olszowa from the Operational Programme Infrastructure and Environment 2014-2020.
(1) The subject matter of the contract is a service consisting of the collection, transport and management of waste classified - according to the current catalog - under the code 20 03 07 (bulky waste) in a manner resulting in the transfer of responsibility for waste management. Due to the subject matter of the contract, the service should be performed in compliance with the decisions held by the Contractor and with all generally applicable legal regulations, including in particular: a) Waste Act of 14.12.2012 (Journal of Laws of 2021. 779, 784, 1648, 2151); b) Act of 13 September 1996 on maintaining cleanliness and order in communes (Journal of Laws of 2021, item 888, 1648,2151); c) Act of 27 April 2001 Environmental Protection Law (Journal of Laws of 2021, item 1973, 2127, 2269).3. Waste covered by this order shall be transported and then managed in installations indicated by the Contractor, which: a) have valid decisions on waste recovery, listed in Appendix No. 1 to the Act of 14 December 2012 on waste with regard to waste code 20 03 07;b) have valid decisions on waste recovery and disposal, listed in Appendix No. 1 and No. 2 to the Act of 14 December 2012 on waste with regard to waste codes resulting from the processing of the above mentioned waste, i.e. c) have the legally required decisions/permits/entries in relevant registers authorising transport of waste code 20 03 07; d) have an active account in the electronic BDO system, allowing them to perform the necessary actions related to waste recording (confirmation of KPO). (4) The Contractor shall be obliged to manage waste code 20 03 07 in a manner that ensures:a) achievement of appropriate levels of recycling and recovery in accordance with the Regulation of the Minister of Climate and Environment of 3 August 2021 on the method of calculating levels of preparation for reuse and recycling of municipal waste;b) reduction of the mass of biodegradable municipal waste transferred to landfills in accordance with the requirements arising from the national and provincial waste management plan and the Regulation of the Minister of Environment of 15 December 2017 on the levels of reduction of storage of biodegradable municipal waste mass.5. The Contractor shall provide the Ordering Party by the end of the 5th day of the month or within 7 days from the date of collection of the last batch of waste, whichever comes first, in writing and by email:(a) information confirming the type of recovery process for the waste accepted and (b) the quantities of products or waste produced from them with the indication of the final installation to which they have been sent (name, BDO no. together with the MPD number) together with the final recovery (recycling) process to which they have been subjected, including also the quantities of waste subjected to the landfill disposal process;c) the quantities of waste which have not undergone the treatment process but have been stored and will undergo treatment at a later date.6At each request of the Contracting Authority, the Contractor is obliged to provide, within 7 days of the request - a collective statement of data containing the amounts of collected, processed and produced waste with information on what processes they have been subjected to. Waste code 20 03 07 will be prepared by the Ordering Party for collection in a loose form. 8. the amount of waste code 20 03 07 during the contract term will be approximately 1500 Mg. This is an estimated quantity, serving as an auxiliary for preparing an offer, and this quantity may be increased or decreased. The actual quantity and frequency of waste collection will result from the current needs of the Ordering Party. The Ordering Party informs that the minimum amount of waste collected will be 200 Mg 1. The subject of the contract is the collection, transport and management of waste code 19 12 10 (combustible waste (alternative fuel)) generated in the segment of disassembly of bulky waste in ZZO Olszowa Sp. z o.o. based in Olszowa, at the address: Olszowa, ul. Bursztynowa 55, 63-600 Kępno.2The service should be performed in accordance with the decisions possessed by the Contractor and all generally applicable provisions of law, including in particular: a) Waste Act of 14.12.2012 (Journal of Laws of 2021, item 779, 784, 1648, 2151); b) Environmental Protection Law of 27 April 2001 (Journal of Laws of 2021, item 1973, 2127, 2269).3. Waste covered by this order shall be transported and then managed in installations indicated by the Contractor, which: a) have valid decisions on waste recovery operations listed in Appendix No. 1 to the Act of 14 December 2012 on waste concerning waste code 19 12 10; b) have legally required decisions/permits/entries in appropriate registers allowing for transport of waste code 19 12 10; c) have an active account in the electronic BDO system, allowing for performance of necessary operations related to waste recording (confirmation of KPO). 4. The Contractor shall provide the Ordering Party by the end of the 5th day of the month or within 7 days from the last batch of waste collection, whichever comes first, in writing and by e-mail: a) information stating the weight of recycled waste in accordance with Appendix No. 1 to the Act on Waste of 14 December 2012; b) information indicating the final installation to which the waste has been sent (name, BDO no. together with the MPD number) together with the final recovery (recycling) process to which it has been subjected.5At each request of the Contracting Authority, the Contractor shall, within 7 days of the request, provide a collective summary of data containing the quantities of collected and processed waste with information on the processes they have undergone. 6. Waste collection will be carried out with transport organised by the Contractor and at the Contractor's expense, including transport and insurance costs for the time of transport and unloading.7 Waste code 19 12 10 will be prepared by the Ordering Party for collection in a loose form.8 The amount of waste code 19 12 10 during the term of the contract will be approximately 1500 Mg. This is an estimated quantity, serving as an auxiliary for preparing an offer, and this quantity may be increased or decreased. The actual quantity and frequency of waste collection will result from the current needs of the Ordering Party. The Ordering Party informs that the minimum quantity of waste collected will be 200 Mg. The Contractor shall not be entitled to any claims against the Ordering Party due to failure to achieve the estimated quantity of waste specified above during the execution of the contract. The subject matter of the contract is the collection, transport and management of waste code 19 12 12 (other waste (including mixed substances and objects) from mechanical treatment of waste other than those listed in 19 12 11) generated in the segment of large-size waste disassembly in ZZO Olszowa Sp. z o.o. located in Olszowa, at the address: Olszowa, ul. Bursztynowa 55, 63-600 Kępno.2The service should be performed in accordance with the decisions possessed by the Contractor and all generally applicable provisions of law, including in particular: a) Waste Act of 14.12.2012 (Journal of Laws of 2021, item 779, 784, 1648, 2151); b) Environmental Protection Law of 27 April 2001 (Journal of Laws of 2021, item 1973, 2127, 2269).3. Waste covered by this order shall be transported and then managed in installations indicated by the Contractor, which: a) hold valid decisions on waste recovery operations listed in Appendix No. 1 to the Act of 14 December 2012 on waste concerning waste code 19 12 12; b) hold legally required decisions/permits/entries in appropriate registers permitting transport of waste code 19 12 12; c) have an active account in the electronic BDO system, which allows them to perform the necessary activities related to waste records (confirmation of KPO). 4. The Contractor shall provide the Ordering Party by the end of the 5th day of the month or within 7 days from the last batch of waste collection, whichever comes first, in writing and by e-mail: a) information stating the weight of recycled waste in accordance with Appendix No. 1 to the Act on Waste of 14 December 2012; b) information indicating the final installation to which the waste has been sent (name, BDO no. together with the MPD number) together with the final recovery (recycling) process to which it has been subjected.5At each request of the Contracting Authority, the Contractor shall, within 7 days of the request, provide a collective summary of data containing the quantities of collected and processed waste with information on the processes they have undergone. 6. Waste will be collected by means of transport organised by the Contractor and at the Contractor's expense, also with respect to transport costs and insurance for the time of transport and unloading. The amount of waste code 19 12 12 for the duration of the contract will be approximately 1000 Mg. This is an estimated quantity, serving as an auxiliary for preparing an offer, whereby this quantity may be increased or decreased. The actual quantity and frequency of waste collection will result from the current needs of the Ordering Party. The Ordering Party informs that the minimum quantity of waste collected will be 200 Mg. The Contractor shall not be entitled to any claims against the Ordering Party due to failure to achieve the estimated quantity of waste specified above during the execution of the contract.
