Description

1) The subject of the contract is the provision of services consisting in the collection and management of municipal waste from the owners of residential properties located in the Oborniki Śląskie commune, with an area of 153.75 km2. The number of inhabitants of the communes covered by the system is as follows: 17 768 (based on the declarations submitted as at 4.3.2019). The number of export points broken down by individual localities according to the data resulting from the declarations submitted as at 26.2.2019 is 5 250. The Contracting Authority reserves the right to increase or decrease the number of properties serviced in the field of municipal waste collection, which results from the submission of new declarations or their corrections. In the commune the majority of residents are single-family housing.2) In return for the fee for municipal waste management paid by the property owner, the following waste is to be collected from export points: - unsorted (mixed) municipal waste, - paper and cardboard, - glass, - plastics, - multi-material packaging, - biodegradable waste (green waste), - biodegradable waste (bio-waste), - metal, - medicines which are past their expiry date, a. Plastic packaging (code: 150102) - 527,39 [Mg] b. Glass packaging (code: 150107) - 430,31 [Mg] c. Paper and cardboard packaging (code: 150101) - 254,76 [Mg] d. Unsorted municipal waste (code: 200301) - 3936,38 [Mg] e. Biodegradable waste, green waste (code: 200201) - 1819,92 [Mg] f. Out-of-date medicines (code: 200132) - 0.406 [Mg].Total: 3936.38 Mg of mixed municipal waste. The above quantities of waste are based on the reports of entities providing waste collection services in the Oborniki Śląskie commune in 2018. The above quantities of waste are to be treated as indicative. The subject matter of the contract was divided by the Contracting Authority into two parts: Part I Covers the collection and management of: non-segregated (mixed) waste, biodegradable waste (green waste) and biodegradable waste (bio-waste)3) The Contracting Authority shall provide the Contractor with a list of properties inhabited by municipal waste with addresses, declaration of segregation or lack thereof, not later than 14 days before the commencement of the service. The contractor must consult the list of export points in order to avoid failure to carry out the waste disposal service. 4) The Awarding Authority informs that these lists will be subject to changes due to corrections or new fare declarations by residents. 5) The frequency of waste collection is the same for all localities in the Oborniki Śląskie commune, i.e.: Part I. Collection of unsorted (mixed) municipal waste, biodegradable waste (green waste) and biodegradable waste (bio-waste): - at least once a week for mixed waste from multi-family houses; - at least once a fortnight for mixed waste from single-family houses; - at least once a fortnight for single-family houses and at least once a week for multi-family houses in the vegetation period of plants, i.e. from 1 April to 30 November each year for biodegradable waste (green waste). The Contractor is obliged to consult the list of export points in order to avoid non-performance of the waste disposal service.4) The Contracting Authority informs that the lists in question will be subject to changes due to corrections or new declarations of fees submitted by residents.5) The frequency of waste collection is the same for all localities in the Oborniki Śląskie commune, i.e.: Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie, and Oborniki Śląskie, Oborniki Śląskie, Oborniki Śląskie: - at least twice a month for plastic waste, metals and multi-material packaging; - at least once a month for paper and cardboard waste and glass. The Contracting Authority envisages the possibility of changing the frequency of waste collection, e.g. in the case of housing communities.6The Contracting Authority and the Contractor are obliged to place the waste collection schedule on their own website and display it throughout the entire period for which it has been prepared.b) The Contractor is obliged to provide the owners of real estate with the waste collection schedule in the event of its change. The schedule will be communicated to the Contractor on the day of signing the contract.7) The Contracting Authority provides for the intervention collection and transport of waste as part of the tender, hereinafter referred to as the unit order.a) The Contracting Authority shall inform the Contractor about the necessity to execute the unit order in writing, by telephone, electronic or fax - depending on the needs....
