Description

The subject of the contract is the collection and management of municipal waste from the Municipality of Lubaczów coming from inhabited properties and from properties not inhabited by residents and produced municipal waste:1) Directly from the real estate area - mixed non-segregation of municipal waste, - selectively collected municipal waste of the following types: paper and cardboard, glass, plastics, metal, multi-material packaging, bio-waste, including green waste, - other municipal waste collected in a selective manner, i.e.: waste tyres, bulky waste, waste electrical and electronic equipment.2) Collected in containers located in the city of Lubaczów, the following types of waste: paper and cardboard, glass and metals, plastics, multi-material packaging,3) Medicines after the expiry date and unused medicines collected in containers located in selected pharmacies (does not apply to medicines from activity),4) Used batteries and accumulators, other than industrial and automotive batteries collected in containers located in schools and public facilities,5) Collected in the Selective Collection Point of Municipal Waste:- waste electrical and electronic equipment,- waste paper,- waste glass,- waste metals, plastics and multi-material packaging,- waste tires,- biodegradable waste, including green waste,- municipal construction and demolition waste.6A detailed description of the subject matter of the contract is attached as Appendix No. 7 to the ToR. The Economic Operator is obliged to prepare an offer taking into account Appendix No. 2 to Resolution No. XXXI/552/17 of the Podkarpackie Regional Assembly of 5 January 2017 on the implementation of the Waste Management Plan for the Podkarpackie Province 2022 (Official Journal of the Republic of Poland of 2017, item. Pursuant to Article 6d(4)(5) of the Act on maintaining cleanliness and order in communes, the contractor is obliged to indicate in the regional offer the installation for processing municipal waste to which we will transfer the collected waste from the city of Lubaczów.The requirements specified in Article 6d(4)(5) of the Act on maintaining cleanliness and order in communes are to be specified in the regional offer. Section 29 par. 3a The Ordering Party requires that the contractor or subcontractor, under an employment contract, employ persons to perform the following activities related to the performance of the contract: employees directly involved in waste collection and management, i.e.: employees involved in waste collection, drivers of waste collection vehicles, other persons performing all activities related to waste collection and management during the performance of the contract.The method of documenting the employment of the aforementioned persons and the contracting authority's right to control that the contractor meets the above requirements for failure to meet these requirements is specified in the model agreement attached to the ToR. The contracting authority provides for the possibility of awarding supplementary contracts within the meaning of Article 67(1)(6) of the Public Procurement Law, up to 50% of the value of the basic contract.
