In 2016, Vitens signed a contract with one supplier for the disposal of the various waste streams for all business units. This contract runs until 31-03-2024. The collection, disposal and processing of (hazardous) waste must be carried out with expertise and in accordance with the applicable legal requirements. In a dynamic and changing market, the demand for a chain partner who can act as a waste coach and sustainability advisor is high. We focus on socially responsible procurement and seek optimization in the collection, disposal and processing of waste in a circular economy. To arrive at the current procurement strategy, a CFT (Cross Functional Team) was formed with different disciplines from the organization. In addition, advice was sought from consulting firm United Quality. They have broad expertise in the waste processing market and have insight into the capabilities of the various market players.

This input has been included in this strategy.Purpose:The purpose of this tender is to arrive at a Framework Agreement with one Contractor. This Contract will be awarded to the Tenderer who has submitted the most economically advantageous Tender, i.e. the Tender with the best price-quality ratio.By means of this tendering procedure, Vitens wishes to: arrive at an agreement on waste collection, disposal and processing in accordance with the Dutch Public Procurement Act, whereby legality and efficiency are paramount. A related objective is an emergency service (24/7/365) that responds adequately to (environmental) calamities. Additional objectives are:The implementation of sustainability optimizations and logistical optimizations in the process. Vitens is looking for a partner who thinks proactively in improving the entire process of waste, i.e. from (preventing the) generation of waste, collection, removal, (high-quality) processing, as well as the necessary reports and sustainability objectives. Vitens wants to be relieved by extremely reliable and transparent waste collection, removal and processing in the context of its own operations, to be able to count on an effective (environmental) emergency service and to be supported in the continuous improvement of sustainability with regard to waste. The Framework Agreement to be concluded has a term of four (4) years, from April 1, 2024 to 31-03-2028. Thereafter, Vitens has the unilateral right to extend the Framework Agreement by two (2) options of maximum 24 months each. The maximum term of the Framework Agreement is eight (8) years. Thereafter, the Framework Agreement shall terminate by operation of law. Subject:The Assignment consists of collection, disposal and processing of waste, including a 24/7 emergency service regarding (environmental) calamities. Scope:Waste flows are released at Vitens sites, being production sites, support points, offices, laboratory(-support points) and project sites or sites in public spaces where a Vitens project is being carried out. These waste streams are collected (whether or not under subcontract), removed and processed by one supplier of services. Appendix B 'Description of current situation' contains a detailed description of the current situation for each Vitens site, including the associated waste streams.
