This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice.  This announcement constitutes the only solicitation: quotes are being requested a written solicitation will not be issued. Solicitation number W9127Q-24-R-0012 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures.  This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04, Effective 1 April 2024 and the Defense Federal Acquisition Regulations (DFARS) updated 26 March 2024. This requirement is being set aside 100% for Small Business and only qualified offerors may submit quotes. The North American Industrial Classification System Code (NAICS) is 333924 with a standard size of 750 employees.
The United States Property and Fiscal Office for Mississippi- Purchasing and Contracting Division, Flowood MS intends to issue one firm fixed price purchase order  for the following items- Please see attached Specification document.  Include all applicable fees, including delivery; warranty information setup and training; and estimated delivery time, if different than what is being requested.
Quoted prices shall include itemized pricing for the Contract Line Item Number (CLIN) including shipping with a total amount as follows:
CLIN 0001:      1 EA,   Forklift including 3-stage mast, 3,000 lift capacity. Tilt, 32” carriage, 4-way valve attachment, fork positioner, 2.2L industrial Engine, Side shifting Fork Positioner, power steering, wheels & tires, safety equipment, and warranty.  Be sure to include delivery time and if not included in unit, include this cost as well

Submission Requirements:

Vendors must submit company information with their quote to include: Point of Contact (POC), POC phone number, POC email address, company Cage Code, and Company EIN.

Vendors must submit Representations and Certifications with their quote only if they differ from, or have not been completed within, their System for Award management (SAM) profile.

Vendors must have an active registration in System for Award Management (SAM) to be eligible for contract award.

A purchase order will be awarded to the Lowest Price Technically Acceptable responsible offeror whose quote conforms to the solicitation and is the most advantageous to the Government according to FAR Part 12 Acquisition of Commercial Items. To ensure timely and equitable evaluations of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ.
This notice does not obligate the Government to award the contract; it does not restrict the Government’s ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Clauses and provisions incorporated by reference may be accessed via internet at https:// acquition.gov/ Quotes must be for item(s) stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made(all or none basis) to one vendor. In order for vendors to receive payment, all vendors must now use an E-invoicing system named PIEE, formerly known as Wide Area Workflow (WAWF. Quotes are no later than 12:00 P.M. Central Time, 19 April 2024 to Brian Fortune via email to brian.p.fortune.mil@army.mil and lisa.d.anguizola.civ@army.mil  Questions regarding this requirement must be submitted in writing COB on 17 April 2024 prior to the RFQ close date. Telephone calls will not be accepted.  SAM is a mandatory requirement for all DOD Government contracts. You must be registered and have an active status in order to be eligible for award of contract.
