The DLA Troop, Medical Supplier Operation Directorate, Readiness Support Division is soliciting vendors to participate in the Vendor Managed Inventory (VMI) program. DLA Troop Support establishes partnerships between the Department of Defense (DoD) and industry manufacturers and or distributors to ensure that the industrial base is prepared to respond to the Military Services increased demand for items designated as critical during times of mobilization, war, contingency and military or other operations, to include humanitarian, emergency or urgent relief of efforts. The resultant contract(s) will purchase access to pharmaceutical requirements with the contractors and in exchange obtain the contractor's current and future ability to support the requirements. Vendor-managed inventory (VMI) is a family of business models in which the buyer of a product provides certain information to a supplier (vendor) of that product and the supplier takes full responsibility for maintaining an agreed inventory of the material. In addition, the VMI initiative is expected to provide accurate and timely Commercial Asset Visibility (CAV) data, such as safety stock levels and production information.  The CAV data will allow DLA Troop Support Medical Supply Chain and the Military Services a means to readily assess industrial availability and support of an item.  These contracts will give DLA Troop Support and the Military Services the ability to know where and what assets are available and therefore which items are supportable in the industrial base.
The vendor(s) would be responsible for ensuring the availability, inventory control and rotation of stock for those product line items and associated quantities listed on Attachment 1 for which a contract is awarded. The solicitation will result in an Indefinite-Delivery, Indefinite Quantity (IDIQ), Fixed-Price contract with Economic Price Adjustments (EPA) clause. The contract term consists of one (1) base year, with the option to extend the contract for each of nine (9), one-year option periods. The Government is using FAR part 12 for this solicitation. The Government reserves the right to make an award for all product line items and/or all the solicited quantity for each product line item. The Government will make several award(s) to offeror(s) who present a technically acceptable proposal and whose business proposal (s) is determined to be the most advantageous to the Government in accordance with the requirements as outlined in the SOW. All product priced under this contract(s) shall be priced at Distribution and Pricing Agreement (DAPA), Federal Supply Schedule (FSS), Electronic Catalog (ECAT),  Distribution and Pricing Agreement (DAPA), Electronic Catalog (ECAT), DoD National Contract price, Restricted Readiness DAPA or Uniform Formulary Price (UFP). A copy of this solicitation will be available via the DLA Internet Bid Board System site at https://www.dibbs.bsm.dla.mil on one around DATE. From the DIBBS homepage select Request for Proposal (RFP) under the Solicitations heading. In the Search Categories click in the Solicitation Number and type the RFP you wish to download and click the submit button. RFPs are in portable document format (PDF). This STANDING solicitation will remain in effect for five (5) years from the solicitation issuance date unless replaced by an updated solicitation or rescinded. The Government will retrieve proposal(s) received by the Business Opportunities Office (BOO) on a weekly basis, specifically on every Friday, beginning 15 days from the issuance date and continue up to and including the closing date for the standing solicitation.
