This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to an acquisition approach.
BACKGROUND: Government is seeking a contractor to provide a one stop solution, video livestreaming platform to support Fort Sill and its subordinate organizations. Public streaming of graduations has been directed by the Fort Sill Commanding General and the Initial Military Training (IMT) Commanding General for all IMT training installations. Live streaming increases the overall audience of an event by allowing the general public, families and friends who are unable to attend the event in person an opportunity to watch the event on line at any location. Commanders can utilize event streaming for a wide range of events in addition to graduation ceremonies
PROJECT SCOPE: The live streaming platform shall be able to stream a minimum of 10 simultaneous events at 10 unique locations at any given time. Platform shall have at a minimum, the capability of supporting 2,000 viewers per event and supporting a total of 500,000 viewers annually for both live and/or on demand viewing. Platform shall provide Fires Center Of Excellence (FCOE) administrators the ability to control site, URL, stream branding, and block viewers by geolocation or IP address. Platform shall have a media streaming player which can be embedded on social media sites. Platform shall not have any installation requirements for viewers. Platform shall have the ability to password protect or hide streams and on demand files. Platform shall have the ability to have automatic archival of stream with unlimited storage. Platform shall have encoding software with the ability to record an event offline, control broadcast buffer, and recover stream in the event of loss of network access. Platform shall not have ads embedded on the live stream. Platform shall have a dedicated support representative with 7 day a week technical support as well as a dedicated onboarding/ integration team. The encoding software and streaming service shall have the ability to predesign broadcast with embedded video and slides. platform shall have user friendly encoding software that permits control resolution, bitrate, integrate multiple cam-eras and microphones, digital content, and digitally control input/output settings. Platform shall provide video API.
