Description

The geolocation and operating support system will include: collection planning, real-time vehicle geolocation, driver guidance, collection process, vehicle must empty its bucket, assistance to another vehicle, detection of field anomalies (drivers and ripeurs), definition of alert and specific zones, bidirectional messaging, vehicle information feedback, editing and integration of tours, visualization of the completed in real time and the "planned/actuated" gap, portable tracking equipment, provision of wide-screen smartphones, data exploitation, identification of bins via the RFID reader, interfaces with related management software, ability to operate in degraded mode, data storage if transmission is impossible. In addition to the one-year warranty and legal maintenance included from delivery and commissioning, the contractor will provide preventive, corrective and scalable maintenance on the software solution and hardware throughout the duration of the contract. The operator's training in the use of the system will be provided by the holder. This training will be based on a program that will be validated by CACPL. The collection department would like to be able to display information related to all collection services on a daily, 7/7 and 24/24 basis within the operational planning centre equipped with wall screens and any necessary equipment. The information displayed must be able to come from a variety of video sources, including computers used by the operations management and portable media, and be displayed on any screen. The objective is to have access to information in real time and to be able to visualize the entire collection network from the activity monitoring software, with the possibility of instantly switching from one source to another and from one collection to another. The expected result is better coordination for the fastest and most informed decision-making through planning. This package covers the supply, installation, implementation and maintenance of software for the management of furniture and pre-collection containers, and the management of the special fee as well as the supply of portable digital terminals. The management of the various pre-collection materials is carried out jointly by the collection department and the projects, organisation and method department. The special fee is managed by the User Relations Department. One of the objectives of this consultation is to provide the various departments with a shared management tool, according to the following system:- centralisation: validation of requests, planning and logistical processing (delivery, distribution, maintenance),- proximity: reception, investigation and transmission of requests for intervention,- user requests: CACPL, landlords, municipalities, services,- management of taxpayers: requests, proposals, allocations, invoicing, reminders, management of unpaid invoices,- interface with the operating system, in particular the reporting of anomalies by collection agents,- statistics and movement history.The various materials (bins, bags, columns, shelters, etc.) are managed through independent databases. On this point, the objective of this consultation is to manage all the equipment through a single tool.
