U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0026. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-03, effective June 12, 2019. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.
Description of Requirements
The U.S. Fish and Wildlife Service's (USFWS) Marine Mammals Management seeks a qualified Contractor to provide logistic support, administer, and disburse funds for finalizing the processing of aerial imagery collected in the Russian Chukchi Sea in 2016 as part of a joint US-Russian study to estimate the size of seal and polar bear populations in the region.
These funds will be used to support Russian staff that collected the imagery in Russia (formerly GiproRybFlot) to finalize image processing from survey efforts in 2016, and publish these results in a Russian journal. Once these results are published, they will become available to U.S.-based researchers at the National Marine Fisheries office and compiled with data collected on the U.S. side of the Chukchi Sea. This will allow a range-wide estimate of seal and polar bear populations and assist scientists in better understanding the spatial relationship between polar bears and seals.
Contractor will provide logistic support and administer funds to staff with access to aerial survey imagery for the processing of the imagery and preparation of the processed data for publication. Work will include, but not be limited to, the following elements: (1) securely transfer funds to Russian collaborators who will (a) process remaining aerial imagery from 2016 Russian Chukchi Survey, and (b) work with collaborators to develop datasets and reports that result from this study for publication in a Russian academic journal.

Evaluation of Proposals:
All offeror's responses will be evaluated in accordance with FAR clause 52.212-2, Evaluation of Commercial Items.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical capability: proposal must be rated as technically acceptable to be eligible for award
(2) Price: award will be made to the Best Value offeror
(3) Past Performance: offeror shall demonstrate performance of similar type, scope and magnitude to that detailed in the solicitation.
Technical capability and past performance, when combined, are significantly more important than cost or price.
