The intermunicipal QPV Minguettes - bells (Urban renewal project of national interest) requires the continuation of the actions undertaken on the Vénissieux side under the NPRU, namely opening up, diversification of functions and housing, and the evolution towards a territory constituting the urban identity of Vénissieux is underway. The axes created, the islets designed generate the composition of an urban morphology in constitution towards the heart of the city along the tramway axis, a new element of the recomposition and redevelopment of Vénissieux. the bells sector is forced in its capacities to evolve because of a perimeter of technological risks, nevertheless it is constitutive of an entrance to the South Gate urban area which implies challenges in terms of urban quality, landscape and economic development. These 2 sectors, which continue to receive among the most fragile populations of the metropolis, are a single geographical object that must optimize its transformation capacities. the mission should make it possible to build an intervention program within the framework of the NPRU, which optimizes responses at the communal and intermunicipal or metropolitan level to pursue urban dynamics and marks a rupture of image for the sector.The purpose of the framework agreement with purchase orders is to carry out an urban prospective mission and a mission as chief urban planner in order to:1) Establish a strategy for the development of the territory, in line with the reflections already underway on related territories, in order in particular to strengthen economic and commercial development;2) Continue and support the urban dynamics already underway. The urban prospective mission will be as follows:- development of strategies integrating the following dimensions: environment, opening up, economic and commercial development, residential offer, development of an intention scheme, construction of the elements of the urban project, integration of the environmental dimension, integration of urban quality approaches, consultation and situational prevention and their challenges, integration of an art and urban renewal component.The mission of the Chief Urban Planner will be as follows:- programming studies,- expertise on specific projects,- the development and/or updating of the overall project,- proposals for the adaptation of regulatory documents.
