The municipal council was commissioned by the city council on 14.12.2017 to carry out preparatory investigations for the following area "Frankfurt-Nordwest (district of Niederursel and Praunheim)" in accordance with § 165 Para. 4 BauGB. The aim is to gain a basis for the decision as to whether an urban development measure in accordance with § 165 BauGB can or should be carried out in the area depicted in the Annex or in parts of it. the areas within the study area are to be examined to determine whether it is possible to convert the existing open spaces into residential, mixed and/or commercial areas in the following sub-areas. To the south and west of the existing Nordweststadt, an extension of the existing residential use is to be investigated. In the area north of the Heerstraße, in-depth investigations are to be carried out to determine whether the location previously intended for commercial use can be supplemented with residential uses and residential-compatible commercial uses. The large open spaces to the west of the A5 federal motorway are also to be examined more closely with a view to possible settlement development. Not only the form, the location and the dimension of the settlement body have to be considered. Particularly with regard to the settlement development of the neighbouring municipalities, questions of use and development possibilities must also be considered, with special emphasis on public participation during the preparatory investigations. From the formal discussions and consultations with the owners, tenants, lessees and other affected parties as well as with the public authorities, their willingness to cooperate is to be determined and further assessment documents for the determination of a development area are to be drawn up. In addition, the aim is to achieve the greatest possible involvement of the population already during the preparatory investigations by means of informal procedures, which have also proved their worth in other urban development projects.explanation of the planning process in dialogueIn the context of citizen participation, an information event will take place on 28.11.2019 in the run-up to the processing at which the project, the objectives and the procedure will be presented and information will be provided on relevant specialist topics. The subsequent citizen dialogue on 15.2.2020, after a renewed presentation of the project in a working phase, should offer feedback and design possibilities for the task for the citizens and the interested public. After the first working phase, a non-public presentation colloquium will be held to discuss possible solutions with the participants before they are further processed. The second working phase ends with an intermediate public presentation with citizen participation, which will again result in recommendations for further processing. After the third working phase, a non-public interim presentation will again offer opportunities for coordination with the jury.After the fourth and final working phase, the planning offices will present the work to the interested public at the concluding citizens' event on 7 November 2020 and collect suggestions for the individual contributions.
