Description
The missions entrusted to it, in accordance with the provisions of Article L. 300-2 paragraph 3 of the Town Planning Code, are as specified in the draft development concession agreement and its annexes, attached in the consultation file.The estimate of the total amount of the operation's proceeds, at the current stage of the marketing of the ZAC, includes the ZAC's marketing revenues, future construction contributions and the financial contributions of the public authorities and, in particular, of the Carcassonne Agglo urban community.The amount of the operation's expenses, at the stage of the creation file, includes land acquisitions from the public establishment for intermunicipal cooperation, the Syndicat Mixte du Parc régional d'activités économiques (PRAE) "Paul Sabatier", development and equipment works: construction of roads, various networks (drinking water, raw water, wastewater, rainwater, MV electricity, MV electricity, telecommunications, gas, public lighting), retention basins, study and project management costs and miscellaneous costs of the operation to be incurred by the future concessionaire.In accordance with Articles R. 3121-1 et seq. of the Public Procurement Code, the value of the concession is estimated, on a provisional basis, at EUR 15 645 000 excluding VAT. The development programme project in the ZAC provides for the following elements to be carried out over a total area of approximately 26.05 hectares: roads and networks within the ZAC, landscape rights-of-way (retention basins, green spaces and landscape developments), pedestrian rights-of-way.The building rights attached to the properties for rent, lease, concession or transfer, located within the perimeter of the ZAC and concession, correspond, at the current stage of the development operation, to a provisional global construction programme comprising approximately 94,000 square metres of floor area, including 18,000 m2 of marketable land. 40 to 45 serviced plots with a diversified real estate offer are expected to be built under the development programme in order to adapt to the demand of future buyers.
