Commission scolaire de Laval wishes to obtain bids in sealed envelopes to retain the services of a contractor for the following construction work: to upgrade the science laboratories at École secondaire L'Odyssée-des-Jeunes located at 4600 rue Cyrille-Delage, Laval (Québec) H7K 2S4.
DESCRIPTION OF THE SCOPE OF THE CONSTRUCTION WORK
The scope of the work consists of upgrading the HVAC standards of the science laboratories at the École Odyssée des jeunes at 4600 Rue Cyrille-Delage, Laval, QC H7K 2S4.
This upgrade includes, without limitation, the supply and installation of a roof ventilation unit with structural reinforcement, plumbing, electrical, insulation, as well as automatic regulation, the supply and installation of chemical hoods, body and eye showers in science laboratories. As well as all the levelling work resulting from its work.
Plans and specifications, contractual documents and other information will be available on the Government of Quebec's SEAO call for tenders site at www.seao.ca.
All bids must be accompanied by a bid security representing 10% of the total amount of the bid excluding all applicable taxes, in the form of an irrevocable guarantee or bid bond issued by a financial institution that is an insurer holding a licence issued in accordance with the Insurance Act (R.S.Q., c. A-32) authorizing it to carry on surety insurance, a trust company holding a licence issued under the Act respecting trust companies and savings companies (R.S.Q., c. S-29.01), a financial services cooperative governed by the Act respecting financial services cooperatives (R.S.Q., c. C-67.3) or a bank within the meaning of the Bank Act (S.C., 1991, c. 46), failing which the tender will be automatically rejected.
This public tender is subject to the following agreements:
- Agreement on Trade and Cooperation between Quebec and Ontario (ACCQO)
- Quebec-New Brunswick Agreement (NBQA)
- Canadian Free Trade Agreement (CFFTA)
All bids must be received at the owner's address before 9:00 a.m. on September 6, 2019, to be opened publicly at the same location on the same day and at the same time. Any subsequent submission received will be automatically rejected.
A site visit with professionals is scheduled for August 15, 2019 at 1:30 p.m. at the meeting point located at 4600 Cyrille-Delage Street, Laval, Quebec, H7K 2S4.
Only contractors holding, where applicable, the licence required under the Building Act (R.S.Q., c. B-1.1) will be considered for the purposes of granting the contract. Tendering contractors are responsible for the selection of subcontractors, both for their solvency and for the content of their bid.
Start and end dates of the Contract and the works:
- The start and end dates of the contract and the work are scheduled for October 7, 2019 and end no later than April 3, 2020
The Owner undertakes not to accept any of the bids received, and this, without any obligation of any kind towards the bidders.

The deadline for filing complaints (DDP) with the Public Body is August 22, 2019 (see section 1.7 of the Instructions to Bidders).
