PUBLIC TENDER NOTICE
NUMBER: APM-2019-10023864
TITLE: Upgrade of the existing rail needle heater and blower system Phase II - Works 2019-2020
Your submission will be submitted electronically marked "Upgrade of Existing Rail Needle Heater and Wind Tunnel System Phase II - Works 2019-2020" on the MERX website until 10:00 a.m. (Local Time) on June 28, 2019. Bids received after the time indicated above will be rejected.
Description of the work:
The work covered by this call for tenders consists of the installation of new needle heater systems, their control panels (PCAs), the dismantling of existing wind tunnels and panels and related work. The work includes, but is not limited to
limit, the following:
1 The organization of the site as described in the estimate, as well as any temporary work
necessary for the execution of the work and the safety of the construction activities;
2 The mobilization required to carry out the work;
3 Demobilizations and temporary re-mobilizations to accommodate operations
port facilities in progress during the works;
4 Road signs during work with obstructions;
5 Detailed statements required for the execution of the work;
6 The installation and dismantling of temporary equipment;
7 Electrical work:
- Installation and connection of PCAs - Needle heater panel;
- Installation and connections of needle heating systems;
- Installation of cables in conduits under trenches;
- Installation of ducted cables on structures;
- Dismantling of existing structures.
8 Railway works :
- Keeping the rails in place during pipe trenching
under the railway track;
- Removal, recovery, placement and tamping of the ballast;
- The provision and implementation of a new subfoundation and a new
subballast in trenches for electrical conduits;
- Removal and reinstallation of wooden ties;
- The removal and reinstallation of toads;
- Assistance with the installation of rail-mounted heating cables and cradles underneath
the switch rods;
- Supply and installation of snow protection brushes;
- Dismantling of existing blowers and their arrangements.
9 Civil works:
- Installation of bollards;
- Changes to fences;
- Site excavation work;
- Construction of concrete slab;
- Disposal of contaminated soil;
- Rehabilitation of the work site and clean-up.
This list is not exhaustive and is intended to provide a general overview of the extent of
work to be performed, all on the basis of unit prices and overall prices indicated in the
Price List.
The PCAs (Heating Cable Panel) as well as the heating cable elements will be
provided by the NPP and provided to the contractor for installation.
All work must be carried out in accordance with good engineering practice and specifications
technical in order to provide a complete and top quality work.
All work included in this bid must be performed diligently by the contractor within a period not exceeding, for the 2019 work, 6 consecutive calendar months after the date of contract award, including work interruptions and the time required for mobilization and demobilization. For the year 2020, the work will be carried out between May 1 and October 31.
An information session followed by a non-compulsory site visit will be held on June 18, 2019 at 10:00 a.m. (local time) for all contractors wishing to examine the location of the proposed work to allow them to make their own assessment of the nature and extent of the work to be performed, the difficulties inherent in its perfect execution and the devices and equipment required for its execution.

The Bidder who has not participated in a site visit may not invoke its lack of knowledge of the conditions of the proposed work for any adjustment, claim or compensation resulting therefrom.
To attend an information session and participate in a site visit, the contractor must make an appointment with Ms. Linda Gill (gilll@port-montreal.com) no later than June 17 at 4 p.m.
The wearing of the following items is mandatory:
- Hats off;
- Bib;
- Safety boots;
The APM reserves the right to plan further visits, but does not commit itself in any way. Regardless of the NPA's decision, the NPA undertakes to provide the same information to all bidders.
