Description

The subject matter of the contract is the non-cash purchase of engine fuels through a fuel card system in the years 2022-2025. in the maximum amount of: 1) Unleaded petrol Pb-95 - according to PN-EN 228+A1 standard or equivalent in the amount of 1,600 m3, 2) Diesel oil ON - according to PN-EN 590+A1 standard or equivalent in the amount of 2,500 m3, 3) AdBlue - ISO 22241-1-2-3-4 (E) or equivalent in the amount of 4m3. The Purchaser undertakes to purchase the minimum quantities of the subject matter of the contract i.e: - Unleaded petrol Pb 95 - according to PN-EN 228+A1 standard or equivalent in minimum quantity of 700 m3; - Diesel oil ON - according to PN-EN 590+A1 standard or equivalent in minimum quantity of 1,200 m3; - AdBlue - ISO 22241-1-1-3-4 (E) or equivalent in minimum quantity of 0.3 m3. The proceedings are conducted as an open tender. 3. Communication between the Contracting Authority and the Economic Operators will be via SmartPZP Purchasing Platform at the following address: https://portal.smartpzp.pl/kgsg

The Purchaser undertakes to purchase the minimum quantities of the subject matter of the contract i.e: - Unleaded petrol Pb 95 - according to PN-EN 228+A1 standard or equivalent in minimum quantity of 700 m3; - Diesel oil ON - according to PN-EN 590+A1 standard or equivalent in minimum quantity of 1,200 m3; - AdBlue - ISO 22241-1-1-3-4 (E) or equivalent in minimum quantity of 0.3 m3. The fuels indicated above must meet the quality requirements specified in the Regulation of the Minister of Economy of 9 October 2015 on the quality requirements for liquid fuels (Journal of Laws of 2015, item 1680, as amended).The Contractor, during the term of the contract, will maintain the possibility of cashless refuelling of the Ordering Party's vehicles at all fuel stations belonging to its sales network throughout the country, including at the shared fuel stations of the entity/s with which it has concluded a relevant agreement/s. During the term of the contract the Contractor must have an adequate number of fuel stations participating in the system of non-cash refuelling of the Ordering Party's vehicles, i.e.: at least ten stations located in each province; at least one station located up to 30 km (by an access road with a tolerance of + 1km) away from organizational units and organizational cells of the Border Guard - for a minimum of 70% of the number of these headquarters. The list of units and organizational cells of the Border Guard is included in Appendix No. 1 to the draft agreement (Annex No. 3 to the SWZ).The Contractor shall execute the sale of engine fuels using fuel cards that meet the following requirements: 1) fuel cards shall be issued to the following indicated by the Orderer: registration numbers of Border Guard vehicles up to 2,800 units; names of organizational units or posts of the Border Guard, bearer, names of equipment up to 600 units; 2) each fuel card shall have an identification number. 3) each fuel card shall be provided with an identification code (PIN).4) fuel cards shall enable cashless transactions in the territory of the Republic of Poland for the products specified in the concluded contract.55) The Contractor shall provide the Ordering Party with a tool in the form of a web portal for the following purposes (parameter additionally scored during bid evaluation): current monitoring of fuel card transactions; fuel card management (e.g. ordering, determining limits, blocking), coding of refueling products (possibility of coding selected products) - obtaining an invoice image and detailed transaction settlement.6) Purchases made by the Ordering Party shall be confirmed with a printout from the terminal or a receipt.
