Introduction: Country: MADAGASCAR Mission description: I. BACKGROUND The Global Biodiversity Finance Initiative (BIOFIN) is a global partnership managed by the UNDP, with support from the European Commission and the governments of Germany, Switzerland, the United Kingdom, Norway, Canada, Belgium and Flanders. Guided by a global steering committee representing its partners, BIOFIN has developed a methodology to quantify national spending on biodiversity, the funding gap to meet national biodiversity targets and develop a financing plan that identifies and mobilizes the resources and policies needed to implement the most appropriate financing solutions. BIOFIN was developed following the tenth Conference of the Parties (COP-10) to the Convention on Biological Diversity (CBD), which concluded that there was a need for a better understanding of financing requirements and a comprehensive methodology for developing resource mobilization strategies. BIOFIN responds directly to target 19 of the Kumming Montreal global biodiversity framework on resource mobilization to facilitate the implementation of national biodiversity strategies and action plans. In collaboration with the global BIOFIN team, 41 countries are currently involved in the BIOFIN process. Currently, BIOFIN Madagascar has completed phase 1, which is the development of the biodiversity financing plan. The project was able to prioritize 14 financing solutions to be implemented for sustainable biodiversity management in Madagascar, which will form the core of the country's Biodiversity Financing Plan. The project is now entering its second phase, which consists of supporting the implementation of this plan. The project Steering Committee has pre-selected 3 financing solutions for which BIOFIN Madagascar will allocate a certain budget to support their implementation. These pre-selected financing solutions include: (1) Improving public budget execution through results-based management; (2) Mobilizing additional financial resources to finance the expansion of the network of Protected Land Areas and Marine Protected Areas; and (3) Mobilizing financial resources to ensure sustainable management of forest resources. This ToR has been drawn up for the recruitment of a consultant in charge of supporting the implementation of the financing solution relating to the mobilization of financial resources for sustainable forest management. II. DESCRIPTION OF WORK During the financial needs assessment, it was estimated that the financial needs for reforestation amounted to around 10 million USD per year. Forestry revenues are now collected and paid directly into the national treasury at central level. Most payments are made in cash, making traceability and transparency difficult. The collection rate for forest taxes and royalties is low. The Fonds Forestier National (FFN) was designed to finance the sustainable management of forest resources, but has not been operational since 2020. Forest tax and fee levels have not been revised since 2012. The proposed financing solution will aim to mobilize additional financial resources for sustainable forest management by revising existing forest-related fees, royalties, fines and penalties, improving their collection and supporting the capitalization and operationalization of the national forest fund (FFN) currently being created. The Expert will be responsible for supporting the implementation of activities relating to the theme "Mobilizing financial resources for sustainable forest management". The Expert will be responsible for achieving the objectives set for this theme. He/she will work in close collaboration with the Project Coordinator and the National Technical Manager. He/she will interact with the entire national BIOFIN team, UNDP Madagascar and the global UNDP BIOFIN team to ensure high-quality delivery of the results expected from this activity. He/she will be responsible for delivering all planned technical reports to the government, the UNDP country office and the UNDP global BIOFIN team for validation. The specialist, with the support of the Coordinator, will organize the support to be provided by the project to the Government of Madagascar in the implementation of the biodiversity financing plan by providing technical advice.
