Introduction: Country: MADAGASCAR Mission description: I- Background and objectives As part of its support for the PNDE implementation process, the UNDP has obtained TRAC 2 funding to operationalize: (i) district mechanisms in 20 districts covering 220 communes in the UNDP's regions of intervention, and (ii) resource centers in these districts for the Association des Maires de Grandes Villes. The aim of this initiative is to capitalize on previous and current experience, both in terms of district arrangements and in setting up resource centers to build the capacity of local and regional players. It also intends to broaden their scope and enrich their content, with the aim of responding more effectively to the challenges of the PNDE, such as: empowering the CTDs in the provision of quality basic public services; territorializing public policies to give a boost to local and regional development. For the District scheme, the planned scaling-up is intended to combine the following principles and approaches: - Strengthen the District as a framework for (i) horizontal coordination of programming and implementation of the territorialization of public policies and action plans for localizing the Sustainable Development Goals (SDGs), in line with the Nexus HDP approach, and (ii) the organization of territorial engineering, with a view to building and developing collective territorial skills (technical, administrative and organizational) and mobilizing them in support of communes and the implementation of local public policies.- For the Association des Grandes Villes de Madagascar resource center, the aim is to pool efforts to build capacity in municipal management by seeking synergies in the design and deployment of tools and resources. For the district scheme, a task force bringing together staff from the Ministry of the Interior, the Ministry of Decentralization and the PTFs involved in different areas of intervention has been set up to support the implementation of the initiative.The recruitment of an expert in innovation of public services at territorial level will ensure the promotion of the agility and innovation dimension and digital transformation within the framework of the initiative and in a general way in the implementation of the PNDE II- Functions Under the technical supervision of the UNDP, and in collaboration with the other experts mobilized within the framework of the initiative, the expert's main mission is to support the SD taskforce and the AMGVM, on the strategic and operational level of change management in terms of innovation in the public sector at territorial level within the framework of the implementation of the initiativeMission period/services (if applicable) : The assignment should last 100 working days spread over several months, but will end no later than December 30, 2024.
