The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition and Procurement Division is issuing this Request for Quotes (RFQ) in accordance with FAR Part 13 on behalf of the USDA - Natural Resource Conservation Service (NRCS) to furnish and install two new, high efficiency heat pumps for both the office space and the conference room located at the Aberdeen Plant Materials Center (PMC) 1691A South 2700 West Aberdeen, Bingham County, Idaho, 83210. 
The work consists of providing all labor and materials to remove and dispose of two existing HVAC units, furnishing and installing two new high efficiency heat pumps, and site cleanup.
 ** Quotes must include the make, model, and specifications of the new unit to address requirements in the Scope of Work.
This solicitation is a 100 percent Small Business set-aside.  To be eligible for award, interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov
A firm fixed price construction contract is anticipated under the Simplified Acquisition Procedures in FAR Part 13.
The anticipated period of performance for this project is 15 calendar days from the date the contractor receives the Notice to Proceed (NTP).
 The NAICS code for this solicitation is 238220, Plumbing, Heating, and Air-conditioning Contractors.  The Small Business Size Standard for this NAICS is $19M.
In accordance with FAR 36.204, the estimated magnitude of the project is between $25,000 and $100,000.
