PROJECT
This project consists mainly of the trenchless structural rehabilitation of drinking water pipes, as well as the rehabilitation of the asphalt pavement, foundation, sidewalks and curbs. The planned works are mainly located between the streets of Les Châtaigniers and Clémenceau.
The structural rehabilitation of drinking water is supported by a grant from the PIQM program, component 1.5 of the MAMH.
As of May 30, 2019, documents relating to this call for tenders may be obtained by contacting the Electronic Tendering Service (ETS) by calling one of its representatives at 1 866 669-7326 or 514 856-6600, or by consulting the website, www.seao.ca, under reference number DR19-PUB-061. Documents are available at a cost determined by the SEAO. Invoicing for printing and delivery will be done by SEAO. Plans and specifications are non-refundable.
The City shall not be liable for any incomplete written notices or documents conveyed by electronic means or for any errors or omissions. Consequently, all bidders must ensure, before submitting their bids, that they obtain all the documents related to this call for tenders.
To be valid, all bids must be accompanied by a bid deposit or security equal to 10% of the total bid. The bid deposit must be made in the form of a certified cheque from a chartered bank in Canada or a credit union. The bid deposit or bond must be accompanied by a letter of commitment to issue a bond in accordance with the copy attached to the technical specifications. All this must be done in the name of the project owner and is refundable under certain conditions. Only those with their principal place of business in Canada and in the territories covered by the Canadian Free Trade Agreement (CFTA), the Trade and Cooperation Agreement between Quebec and Ontario (TCA) and the Agreement on the Liberalization of Government Procurement in Quebec and New Brunswick (AQNB) and who have obtained, through the S.E.A.O., on their behalf, the tender documents issued by the project owner. In addition, the successful bidder must be registered in the Register of Companies Eligible for Public Contracts (REA). Sealed bids must be received in the Owner's office for the attention of Mélanie Ouellet, Registrar, before 11:00 a.m. on Friday, June 28, 2019. The opening of the bids will be held publicly at 11:00 a.m. on Friday, June 28, 2019 in the City of Drummondville Council Chamber located at 415 Lindsay Street in Drummondville.
