Description

For the Rheda Innenstadt neighbourhood management tendered for, the following summarised service profile results (the service modules are listed in detail in the Expose under point 3b):1) On-site presence:- Operation of an on-site office 2 to 3 days a week, totalling 15 hours. For one day a presence is to be offered in the period to 19 o'clock, - renting and mechanism of a shop/office in the city centre.2) Monitoring and support of the integrated action plan:- Participation in the updating of the IUDC (review and adaptation etc.),- Programme evaluation.3) Administrative tasks:- Competence and experience in urban development funding to support the application process. Preparation of political decisions and reporting,- Support in the preparation and tendering of contracts for more extensive planning services.4) Networking and working structures:- Regular coordination meetings with the administration, e.g. in the premises of the neighbourhood manager,- Interface between the municipality and the actors and residents involved in the urban renewal process,- Coordination of all measures and activities with the relevant municipal services. Regular participation in meetings, e.g. of an internal administrative working group.5) Activation of inner-city actors, citizens and residents:- Active approach, support and advice to private owners, tradesmen. Citizens' groups etc.- local contacts ("caretakers") → in general on the IUDC Rheda and on individual measures,- support in action-related citizen/target group participation procedures,- identification of interests of project participants and residents etc.- advice on financing possibilities and support programmes (in close cooperation with the building regulations).6) Implementation of public relations work:- Development of a communication strategy Press work,- Preparation of information for target groups and communication of the basics and progress of the urban renewal process,- Maintenance of a website (incl. evaluation of online participations),- Presence at events (information stands),- Preparation of information material (e.g. on individual measures, support programmes),- Public relations work on individual measures (information on the progress of the measures, advertising for planned participations/dates, support for citizen participation).7) Support in the implementation and execution of individual measures:- Local economy and retail trade:-- Promotion of cooperation between dealer projects,-- Support of a real estate and location community (ISG),-- Individual case consultation with owners, tradesmen on questions of repair, use and conversion of shop premises, design of advertising facilities,-- Vacancy management of commercial space.- Disposal funds:-- Development of proposals for the structure of the disposal fund and its staffing,-- Administration and handling of the disposal fund (management),-- Development of guidelines and rules of procedure,-- Installation of award dates,-- Procurement of contributions from private individuals,-- Development, qualification and monitoring of projects of the disposal fund.- House and courtyard area programme:-- Support in the preparation and implementation of a house and courtyard area programme,-- Activation, support and specialist advice for measures to improve and green facades and courtyards,-- Support and advice for owners in applying for subsidies,-- Technical examination of applications and preparation of subsidy agreements.
