Trondheim Municipality, hereafter called the contracting authority and/or contracting authority, invites tenderers to a contest with negotiations for an electronic lock system (eLock).The system can consist of different types of equipment, but the main system must not consist of using a key box.A framework agreement will be signed for the offered equipment, and a SSA-L contract for the delivery of an administration system. These contracts are to be seen as a whole, but they will have separate provisions on the duration. This means that the contract for the administration system can end at a different time than the framework agreement for the procurement of equipment, for example, if the contracting authority enters into a new contact for equipment with another supplier with a different administration system, but at the same time would like to use the equipment delivered in this contract for its lifetime.Click https://permalink.mercell.com/194325780.aspx.
eLock will be used at persons living at home who receive health and care services, currently approx. 6000 patients. The system must include both eLock units that will be installed by the different entrance doors of patients, and an administration system that the eLocks are connected to and that can be used for, amongst other things, access control. The system must also include the accompanying infrastructure and equipment such as an app for mobiles, electronic key, key updaters, etc.At first the system will be used by the safety patrol, home care service, and food distribution service in Trondheim Municipality. In time it is expected that the system will be used by more municipal actors that provide services to persons living at home, for example, the home help service, the physiotherapy service, occupational health services, etc. Trondheim Renholdsverk (TRV) has an option to use the contract, as the doors they use are also used by Trondheim Municipality. It is therefore necessary that the system can be scaled and further developed so that more units can have access to the same door.In Trondheim Municipality there will be a need for interaction and integration with other computer systems, e.g., access control via Azure AD and interaction with Velferdsteknologisk Knutepunkt (VKP), Helseplattformen (electronic patient journall), Locus Care Alarm (including Locus Mobile on tablet) and Rover (mobile user platform for Helseplattformen). The safety patrol currently use Locus Care Alarm, Locus Mobile and Rover.If the system is to be used from employees' mobiles, tablets, etc., it must be coordinated with the IT system that approves, administers, and distributes all software that is used on such devices. Both the safety patrol, home care service, and food distribution service use joint mobiles (not personal mobiles).Upon implementation, the tenderer must assemble and install the equipment at approx. 6000 patients in the municipality. After the implementation (in the framework agreement period), new eLock units will be procured via the municipality's e-commerce system as ordinary call-offs under the framework agreement.
