Work Description:
Work to be performed under the Contract includes, but is not limited to the following items, remediation of contaminated material by excavation and placement in offsite PSPC owned Soil treatment Facility, including all ancillary Work, covered further in the Contract:
Site access restrictions are as follows: Site access restrictions as per Drawings area to remain clear for Maintenance Contractor operations/residence except as need for excavation.
Neighboring or sensitive sites restrictions are as follows: Maintenance Contractor and their families live on Site, the community school is located on the adjacent property. Special consideration to children playing should be considered.

Mandatory Indigenous Benefits Plan:
Canada has worked successfully in the past to leverage training opportunities, employment and resource building for Indigenous peoples and continues working collaboratively with Indigenous communities on various projects.

Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples. This invitation to tender requires bidders to include a Mandatory Indigenous Benefits Plan to deliver socio-economic opportunities for the Indigenous Peoples and Indigenous Firms of the Daylu Dena Council and the Fort Nelson First Nation throughout the duration of the remediation project.

Bidders must submit a compliant bid that meets all the mandatory requirements which includes the mandatory Indigenous Benefits Plan. Failure to meet all the mandatory requirements will disqualify a bid from further consideration

Mandatory Site Visit and Bidder’s Conference:
1. There will be a mandatory site visit and bidder’s conference on July 4, 2019 at 3:00pm (local time).

2. Attendance Sheet : The site visit and bidder’s conference for this project is MANDATORY. The representative of the Bidder must sign the Attendance Sheet at the site visit and bidder’s conference. Bids submitted by bidders who have not signed the attendance sheet will be rejected.

3. Instructions : The location of the site visit and bidders conference is the Toad River Maintenance Camp Compound located at Km 648.7 of the Alaska Highway, in the town of Toad River, British Columbia. Once the site visit at the Toad River Maintenance Camp is completed, we will continue on to second location at Stringer Creek Gravel Pit.

4. Safety Attire : In order to be guaranteed access to the site all persons should have the proper personal protection equipment (footwear, vests and hard hats etc.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.

5. Note : Interested bidders are required to communicate with the Contracting Authority, Tian Lam at tian.lam@pwgsc-tpsgc.gc.ca or (604) 363-7968 no later than 24 hours prior to the site visit and bidder’s conference to confirm attendance. Bidders should provide, in writing via email, to the Contracting Authority, the names, telephone and email address of the person(s) who are attending.

Delivery Date:
The Contractor shall perform and complete all site work no later than October 1, 2019. Completion of all final submittals for example the Certificate of Completion, must be submitted no later than February 28, 2020.

Estimated Value:
To assist with bonding and insurance requirements, this project is estimated to cost approximately $1,800,000.00 (GST included).
