Description

The town hall (built in the 1970s) of the copper town of Stolberg was severely damaged in the flood event of 14.07.2021 and could no longer be put back into operation due to the massive damage to the building. The building would have to be extensively renovated, as the entire building services in the basement were destroyed in the flood event. In addition, a flood-proof renovation is not possible, which was a decisive factor in the decision to demolish and rebuild the building, in addition to the economic aspect.------------------------------ On the basis of various investigations and studies, the Stolberg Copper City Council decided to demolish the town hall and to implement a new building under sustainability aspects with a focus on the Cradle to Cradle (C2C) principle as part of the reconstruction while preserving and implementing the historic town hall. The historic town hall is currently being renovated and is therefore not part of the competition brief. It is not necessary to connect the new building to the historic town hall.------------------------------ Architecture and design are often the focus of the external impact when developing new buildings, but the content and adaptation of the work processes should form the basis for the planning here. As part of Phase 0, the concept of "activity-based working" has been defined as the basis for planning considerations.------------------------------The aim is to bundle the city administration in one place and to realize the following ambitions with the new building:- Ambition 1: The city of Stolberg as an attractive employer in the region- Ambition 2: A real team - Strengthen cooperation in 1 central location- Ambition 3: Stolberg's welcoming culture - We are there for the citizens- Ambition 4: Separation of front and back office for more security [clear separation between public traffic and workplace area]------------------------------In addition to the C2C principle, the new town hall of the copper town of Stolberg is also to meet the DGNB Platinum standard and the QNB standard (according to EU taxonomy). In addition, the BIM method will be implemented in the further process.------------------------------The awarding authority has estimated total costs of cost groups of around EUR 95 million (gross) 200 - 700 for the project. This results in around EUR 52 million (gross) for cost groups 300 + 400 and around EUR 3.5 million (gross) for cost group 500. Economic efficiency in terms of investment and follow-up costs plays a key role.
