Description

The Rhein-Sieg-Kreis intends to reassign the performance of job evaluations as of 01.07.2024. This concerns both positions for civil servants (analytical evaluation procedure) and positions for employees covered by collective agreements (summary evaluation procedure). It is estimated that around 50 evaluation procedures are to be carried out per year, from experience around 40 dual procedures (civil servants and employees covered by collective agreements) and 10 procedures as individual evaluations (civil servants or employees covered by collective agreements). In order to remain within the existing internal evaluation structure and to keep evaluation results comparable, it is imperative that the main contact person responsible or at least one project member of the future contractor is licensed by the KGSt and is therefore authorized and qualified to carry out analytical job evaluations of civil servant positions according to the KGSt model. The KGSt report "Stellenplan - Stellenbewertung" from 2009 is authoritative for the evaluation of civil servant positions, while the relevant collective bargaining law and the relevant case law are authoritative for the evaluation of employee positions.
