The report is to be prepared in joint cooperation with the State Office for Building and Transport (LBV) and with the involvement of the Investment Bank of the State of Brandenburg (ILB). The ILB presents best practice examples of housing promotion in existing and new housing in text and images. The LBV provides the following service modules:- Preparation, evaluation and interpretation of the demographic structure and development by component- Preparation, evaluation and interpretation of housing construction activity as a whole and of housing built with housing promotion funds- Preparation, evaluation and interpretation of the structure of the occupied and vacant housing stock (structural characteristics according to GWZ 2022)- Preparation, Preparation, evaluation and interpretation of the rent- and occupancy-related housing stock (evaluation primarily at state level)- Preparation, evaluation and interpretation of the cold rent level in the housing stock (according to GWZ 2022), the warm rent burden and affordability of housing costs for tenant households (special evaluation of MZ 2022). - Preparation and implementation of interactive mapsThe following minimum service modules are to be provided by the contractor:Housing market observation report:- Preparation, evaluation and interpretation of the current framework conditions on the Brandenburg housing market (economic development in the construction sector, capital market interest rates, lending, etc.).)- Preparation, evaluation and interpretation of further regionally differentiated basic indicators on housing supply (building land prices, asking prices for rental apartments and residential property, construction costs, development of cold and warm operating costs, etc.)- Accessibility of the housing stock- Preparation, evaluation and interpretation of regionally differentiated basic indicators on housing demand (development of households, purchasing power, structure of tenant households and rent burden of households looking for housing, etc.). - Determination of the degree of housing supply (rental and ownership), description of demand trends in quantitative and qualitative terms, deduction of bottlenecks in housing supply - Determination of intentions regarding willingness to move (rental/ownership) and the sustainability of home ownership, differentiated by region - Expert assessment of Brandenburg's regional submarkets with regard to market situation and investment climate - Statements on future market development for Brandenburg, differentiated by submarkets Identification of thematic fields of action in quantitative and qualitative terms for the next 10 years, with special consideration of the topics of energy transition and climate protection as well as accessibility in the housing stockHousing policy compass:- Ex-post evaluation of housing promotion over the last five years, taking into account the individual funding objectives of the programs and instruments as well as past and current developments on the housing market. Formulation of housing policy recommendations as the basis for a future state funding strategy in the housing sector, broken down into rental, ownership, new construction, refurbishment and maintenance requirements (where should what, how much and for whom be financed by state funding?) - Proposal for model projects and competitions that are suitable for making the housing policy ideas visible For both: - Proposal for a communication strategy and specialist events. During and after the preparation of the report, information should be provided on the current status of work and the final results should be discussed and communicated. Suitable times, formats and participants in discussions are to be proposed and outlined (e.g. workshops with representatives of the local authorities and the housing industry, symposium, etc.) - Final report including summary in color (digital and 20 printed copies) The results must at least contain statements relating to the surrounding area of Berlin and the wider metropolitan area outside Berlin, insofar as data is available. In addition, an evaluation according to further sub-areas (Berlin environs, including Potsdam, wider metropolitan area, including "2nd tier" cities, as well as differentiation according to central locations and non-central locations in both sub-areas) is desired. These are to be viewed and evaluated with regard to the above-mentioned technical questions. Any need to supplement the database in order to fully answer the questions must be identified and explained. If these are not freely accessible (e.g. the BBU statistics), the MIL will endeavor to obtain them. The purchase of data is possible within the financial framework of the tender amount. It is estimated that an additional survey of residents and owners is required. A suitable sample should be proposed in the tender. To obtain qualitative information, existing sources on the housing situation in Brandenburg and Germany should be tapped. It is also expected that expert discussions will be held with local authorities and housing companies or at association level, and that the MIL has extensive studies and data that can be made available to the contractor: - Data on housing promotion 1991-2023- Housing policy compass 2009, 2015 and 2019- Housing market observation for the state of Brandenburg 2020 (June 2021)- Expert opinion on the "Rental situation in the state of Brandenburg for the definition of areas in accordance with Section 558 para. 3 BGB" (2020)- Expert opinion on the "Rental situation in the state of Brandenburg for the determination of areas in accordance with Section 556 ff 3 BGB" (2020)- Expert opinion on the evaluation of the effectiveness of the regulations of the Capping Ordinance and the Rent Limitation Ordinance in the state of Brandenburg (May 2020)- Expert opinion on housing potential analysis in the urban-environmental context of Berlin and Potsdam (March 2020) LBV- Investigations to determine areas with increased housing demand - Data on occupancy commitments plausibilized and summarized by LBV, exemptions and housing entitlement certificates (state overview; surveys in 2024)- LBV data on urban redevelopment monitoring- Urban development and housing strategy- Mobility strategy of the MIL- Corridor study of the MIL
