Description
The municipality of Altenkirchen-Flammersfeld is responsible for 16 municipal daycare centers. In the local community of Eichelhardt, there is a daycare center with three groups and a total of 66 kindergarten places for children aged two to school age.
The building was constructed in 1978 as a one-group facility. An additional group was added in 1988 and 1999. As part of a refurbishment in 2013, the roofing, windows and doors were replaced. The insulation of the ceilings was also improved. New acoustic ceilings and new lamps were installed in the group rooms.
A maximum of 30 places can be offered with a care duration of 9.5 hours per day (full-day places including hot lunch) and 36 places with a care duration of up to 7 hours per day (bring-your-own lunch in the form of a picnic). Lunch is provided by a caterer. A warm-up kitchen is available in the facility to prepare and distribute the food provided. Lunch is currently served in the group rooms.
Following the introduction of the new state law on the upbringing, education and care of children in daycare facilities and in child daycare (KiTaG RLP), the daycare center no longer fully meets the legal requirements. During consultation meetings with the responsible State Office for Youth, Social Affairs and Care (LSJV) and the local youth welfare office of the district administration, it was determined that an extension and the creation of new premises were necessary. The aim of the expansion is to maintain the existing capacity at a minimum of 66 children or - if possible - to increase it to 70 places.
The extension should include the following rooms:
? kitchen suitable for fresh food preparation with pantry and changing facilities as well as WC for the housekeeper (approx. 45 m² in total),
? Dining room (canteen) for up to 25 children (approx. 45 m²),
? ? quiet rooms for the all-day children (approx. 30 m²),
? WC for the disabled (approx. 10 m²),
? Baby changing room (approx. 10 m²),
? ? circulation area (approx. 20 m²),
? Team room with kitchenette (approx. 25 m²) but no distribution kitchen (approx. 25 m²).
In total, an additional usable area of approx. 160 m² is to be created.
In addition to the expansion of the daycare center, the building is also to undergo a general renovation. The following measures are planned for this:
? Replacement of the existing oil heating system with a heating system based on renewable energies with simultaneous installation of underfloor heating instead of the existing radiators (including renewal of the floor structure from the concrete floor slab) and renewal of the hot water system,
? Refurbishment of the sanitary facilities,
? partial refurbishment of the electrical installation (the lighting is currently being converted to LED; parts of the system can therefore be reused in the refurbishment),
? energy-efficient façade refurbishment (thermal insulation composite system) including the necessary adaptation work on parapets, roofing and drainage,
? ? functional conversion of various rooms as described above, e.g. the kitchen,
? Painting work.
It is not possible to operate the facility in the existing building during the construction work. The temporary construction of a container facility in a suitable location is deemed necessary for the duration of the construction period. The implementation will be organized on site.
Due to the local conditions and the restrictions on the existing site, the expansion of the daycare center will take place on the existing outdoor play area. This will also result in the outdoor play area being replanned and redesigned.
