The Leibniz Center for Agricultural Landscape Research (ZALF) e. V. intends to commission a survey of citizens in the Berlin-Brandenburg region on the subject of "Attitudes towards agrivoltaics and energy production". Service descriptionAs part of the BMBF-funded research project "Syn-Agri-PV" (Synergetic integration of photovoltaics in agriculture as a contribution to a successful energy transition - networking and support for the market ramp-up of agrivoltaics in Germany), a representative survey of citizens living in the Berlin-Brandenburg region is to be conducted. The aim of the survey is to ascertain citizens' attitudes towards agrivoltaics, the opportunities and risks and the necessary framework conditions for the practical implementation of agrivoltaic projects/plants from the population's perspective. The survey is to be carried out as a telephone study (Computer Aided Telephone Interview - CATI with dual-frame sample). In order to achieve the goal of greenhouse gas neutrality by 2045, a rapid expansion of renewable energies is planned in Germany. Agri-photovoltaics offers a promising solution and an opportunity for both agriculture and the energy transition. Agri-photovoltaics describes the combined production of solar energy and food on the same area of land and thus represents a new form of land use. The basic population for the survey consists of all people aged 18 or over living in Berlin and the state of Brandenburg at the time of the survey. The survey is to be conducted exclusively in German. The people are to be selected according to the principle of random sampling. A stratified random sample may be considered if recommended after consultation. Services to be provided include:- Telephone survey (Computer Aided Telephone Interview - CATI with dual-frame sample)- Sampling- Sample size: n = 1000 cases (usable cases)- Interview length approx. 20 min (delivery of questionnaire by client)- Programming of questionnaire and technical tests- Implementation of a pretest, transfer of data from the pretests as SPSS or Excel file to the client- Interviewer training- Implementation of interviews, supervision and quality control- Backup of complete data sets as SPSS-compatible file (.sav, .csv) and handover of the data and a meaningful code plan to the client at the end of the project period (without coding of open-ended responses)- Handover of a field report (documentation of data collection, response rate, etc.) to the client3. Project periodThe contract period extends from the award of the contract to the provision of the data and performance of the agreed services. The survey of the sample should begin at the end of February 2024 if possible and be completed by April 30, 2024 at the latest.Order volume and cost planThe offer should not exceed the sum of EUR 30,000.00 including VAT and should include a detailed cost plan. The prices are to be presented as final prices including all ancillary services and discounts.The General Terms and Conditions for the Award of Contracts in accordance with UVgOThe tenders will be evaluated on the basis of the following award criteria. Type and duration of the contractor's experience with comparable studies (survey design, survey method, quality control, data checking and processing) and level of infrastructural equipment- Quality of sampling and monitoring of the interviewers- Qualifications of the personnel deployed (interviewers), in particular with regard to the implementation of comparable studies- Design of the offer (coherence of content; comprehensibility) Once all the characteristics defined in the specifications have been met, the contract will be awarded to the most cost-effective offer.
