The city of Langenfeld Rhld. is conducting an expression of interest procedure for the granting of a special use permit for the provision of commercial rental systems for e-scooters for the period from May 1, 2024 to April 30, 2025. The expression of interest procedure will be carried out in the period from March 11, 2024 to April 5, 2024. Proper participation in this procedure also constitutes an application for the granting of a special use permit in accordance with Sections 18 ff StrWG NRW.1 Purpose of this expression of interestIn order to limit the offer to a level that is compatible with the city in terms of safety and ease of traffic, the city of Langenfeld is limiting the total fleet for e-scooter sharing to 300 vehicles as part of the implementation of the sharing guideline for commercial e-scooters in the city of Langenfeld. The quota is divided into 40 percent of the vehicle fleet attributable to each provider in the commercial areas and 60 percent in the remaining city area in accordance with the sharing guideline for commercial e-scooters on the territory of the city of Langenfeld in accordance with Section 4.2. ProcedureAny interested party can submit an application in the period from March 11, 2024 to April 5, 2024, 10 am. April 2024, 10 a.m., any interested party may submit an application for a special use permit for the provision of commercial rental systems for e-scooters in the city of Langenfeld for the period from May 1, 2024 to April 30, 2025 in writing or digitally to the Environment, Transport, Civil Engineering Department or sondernutzung@langenfeld.de. If the expression of interest procedure results in several equally suitable applications, the quota will be determined by dividing it equally among all interested parties; it is also permissible to apply for shorter approval periods; the fee amount will be determined according to the requested and approved duration. When applying, the interested party may also deviate downwards from the maximum possible amount of the quota in accordance with the equal distribution. In the event that an interested party does not utilize the possible partial or full quota, the remaining quota will be divided evenly among the other interested parties up to the maximum limit applied for, provided that interest remains. After the deadline, the applications will be reviewed and the interested parties will receive a written notification of the number of vehicles allocated to them and the resulting fee amount. They will then be given the opportunity to declare within one week whether they wish to continue with the application. In the event that an interested party withdraws the application, the remaining contingent will be divided equally among the other interested parties up to the maximum limit applied for, provided that interest remains, and the corresponding permits will be issued with validity as of April 30, 2025. The fees are based on the currently valid special use statutes of the City of Langenfeld. 3. documents to be submittedGeneral prerequisite for the granting of the special use permit is proof that the fleet of vehicles used by the permit holder complies with the regulations of the Small Electric Vehicles Ordinance eKFV, i.e. that they are roadworthy and have a valid insurance sticker. Furthermore, the vehicles of each licensee must be visually identifiable. The following documents must be submitted in writing for the expression of interest and application for a special use permit:1. completed application for a special use permit in accordance with the Straßen- und Wegegesetz NRW StrWG NRW (NRW Road and Paths Act) with the levying of special use and administrative fees2. Data Sharing Agreement Confirmation of willingness to conclude, signed Data Sharing Agreement to be submitted after 1 month at the latest10. Concept for the distribution of e-scooters in accordance with the sharing guideline for commercial e-scooters in the area of the city of Langenfeld Overview map, list with street-specific locations, number of devices per location in accordance with Section 411. Description of the distribution app and its functionality12. Technical specification of the termination of the rental process only if a photo of the proper parking of the e-scooter is recorded or a similarly effective instrument13. Service and response timesOnce the deadline for applying for a special use permit for the provision of commercial rental systems for e-scooters in the city of Langenfeld has expired and the total quota has been exhausted, further applications can no longer be considered.
