The city of Essen is planning the general refurbishment of the listed Grugabad on the basis of the resolution passed by the Essen City Council on 27.05.2020 (submission 0479/2020/6). In addition, a concept for a year-round pool is to be developed, taking into account the municipal participation process "Future Grugabad", which will then form the basis of the political decision-making process for or against year-round operation. In order to enable year-round operation, the non-swimmer pool is to be given a roof in addition to a general refurbishment of the existing facilities. In addition, the development of the outdoor pool is to be reorganized in line with the resulting requirements. The renovation and modernization measures must guarantee the operation of the pool for the coming years and preserve the Grugabad as a listed building in its original condition. Where possible, the original building fabric should be preserved. The focus is on the energy, building physics and structural refurbishment of the outdoor pool as well as the renewal of the technical equipment, based on current guidelines and taking into account the historical features. Other tasks include the development of an energy-saving concept for the future operation of the Grugabad. This concept must present feasible ideas with the aim of achieving practical, sustainable energy savings and increasing energy efficiency. In the Grugabad project, the legal standard is to be significantly exceeded with the aim of building a climate-neutral pool. In order to find the best solution for the roofing of the non-swimmers' pool, a VgV procedure with an integrated study development will be carried out. This procedure is intended to ensure that both the best possible planning for the year-round swimming pool scenario of the non-swimmers' pool and the quality standards of monument protection are taken into account.
