Description

The city of Essen intends to build a new replacement for the so-called Orangerie in Grugapark, which was built in the 1980s. The existing buildings with gastronomic use and entrance function of the orangery are not suitable for renovation and are to be demolished. The adjacent building of the former terrarium, which houses parts of the Grugapark administration and the extracurricular learning venue Schule Natur, is to be retained wherever possible and integrated into the overall concept, and the construction project is part of the further development of gastronomy in the Grugapark. It was unanimously approved by Essen City Council in May 2022 as part of the "Grugapark Begeistert für Grün" park development concept. The City of Essen is aiming to complete the project by the time the Grugapark celebrates its 100th anniversary in 2029 at the latest. The construction cost groups 2 to 5 for the building project are estimated at approx. EUR 10 million net (as of Q2/2023), and the aim is for the building to be certified to the DGNB Platinum Standard, but at least Gold (Silver for the catering area).The planning services will be awarded as part of a VgV negotiation procedure with a preliminary planning competition. The planning competition will be carried out as a restricted, anonymous realization competition in accordance with RPW 2013. With regard to the required integral planning, all essential planning services will be commissioned in one contract to an interdisciplinary planning team under the leadership of the architect(s), if necessary as general planner or authorized representative of a consortium of applicants. It is envisaged that 12 participants will take part as applicant consortia in the fields of architecture, landscape architecture and building physics (thermal insulation/energy balancing) under the leadership of the architectural office. In the VgV negotiation phase following the planning competition, the awarding authority will initially only negotiate with the 1st prize winner, who will name the other responsible parties for the specialist planning in accordance with the contract promise (technical building services, supporting structure, fire protection, demolition, etc.) at the beginning of the VgV negotiation phase.
