The National Cancer Institute (NCI), Office of Communications and Public Liaison (OCPL), Office of Acquisitions (OA) plans to procure an annual institution-wide online subscription to cancer research and drug development content.
This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. 75N91019R00035 includes all applicable provisions and clauses in effect through FAR FAC 2019-03 (July 2019) simplified procedures for commercial items.
The North American Industry Classification System code is 511120 and the business size standard is 1000 employees.
Only one award will be made as a result of this solicitation. This will be awarded as a
severable firm fixed price type contract.
The base period of performance shall be for a twelve (12) months base period with
one (1) 12-month option period.
Base Period: September 21, 2019 through September 20, 2020
Option Period 1: September 21, 2020 through September 20, 2021
I. Description of Requirement
The following product features/characteristics are required. The information must be presented in a newsletter format with new and updated information on a weekly basis:
1.1 12 - months of access
1.2 Access for 3,000 - 4,000 users
1.3 24/7 timely, Quality Access of current and archived cancer content
1.4 Online support shall be available during normal business hours of operation
(Mon - Fri) 8am - 5pm EST
1.5 Confirmation of each NCI online user access setup.
1.6 Quarterly report of active or inactive users, including:
Unique Visitors
The Number of Visits
Page Views
1.7 IP verification for access instead of username/password
1.8 Weekly updates to cancer-related content
1.9 Listing of cancer research funding opportunities
1.10 Summarization of NCI grant opportunities and awards
1.11 Summarization of FDA grant opportunities and awards
1.12 Summarization of Rare Disease drug designations
1.13 Presentation of legislative issues surrounding cancer research and funding
1.14 Summarization of FDA approved cancer drugs
1.15 Listing and summary of NCI approved trials - monthly
1.16 Summary of cancer related industry trials
1.17 Detailed summary of Phase III clinical trial results
1.18 Downloadable PDF versions of weekly content
1.19 Bonus access to clinical trial information
Shall the subscription services be delayed or canceled by the subscription source due to weather, server trouble, or internet provider issues the Contractor shall provide notification by phone or email to the Technical Point of Contact (TPOC), upon receipt of notice from the subscription source, the Contractor shall within two hours furnish a schedule for re-establishment of online access.
II. Delivery: Contractor shall deliver the item(s) within 6 weeks after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon award, contractor must notify the NCI Technical Point of Contact to schedule the delivery.
III. Payment: Payment shall be made after delivery and acceptance by the Technical Point of Contact. Payment authorization requires submission and approval of invoice by the NCI TPOC and NIH Commercial Accounts.
QUESTIONS ARE DUE: August 9, 2019
The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions.
