The Bau- und Liegenschaftsbetrieb (BLB) des Landes Nordrhein-Westfalen (NRW) is planning an extension to the Gütersloh district court in the Friedrich-Ebertstr. / Bismarckstr. area in Gütersloh.The building to be erected adjoins the front of the existing building.In addition to the construction of the new building, some conversion measures are required in the transition area of the existing building.In addition, a fire alarm system is to be installed in the existing building and a number of conversions are to be carried out in the corridors and in the basement, which will also require the removal of hazardous substances in the transition areas between the old and new floors. The general contractor is to offer the individual trades put out to tender and add its general contractor surcharge to the unit prices.The listed building from the 1960s, which is to be renovated in a few areas, will retain the main entrance. The new building will only have an entrance on the first floor for the ASD, and access to the building project/construction site will be exclusively from Bismarckstrasse. The entire current parking lot of the district court is available for the construction site equipment. Vehicles of the JV's companies can be parked in the opposite parking lot of the city of Gütersloh for a parking fee.It should be noted that the opposite large municipal parking lot is used for both the Whitsun and Michaelmas weeks in the fall.ONLY delivery traffic is permitted on the property of the district court.The bidder must inspect the construction site before submitting a bid.The old and new buildings are similarly structured. The first floor of the new building will house the offices of the ASD (Allgemeiner sozialer Dienst).The second floor will contain the courtrooms of the district court, ancillary rooms and 2 escape staircases.The second and third floors will house offices and archive areas of the district court.The site for the extension of Gütersloh district court is located to the north of the city center on Friedrich-Ebert-Straße, on the corner of Bismarckstraße. The property of the Gütersloh fire and rescue station adjoins the southern boundary, while a school sports hall is located to the west. There is a valid development plan no. 85 A/3 from 2009 for the property, which is approx. 6,000 m2 in size and has a very large stock of old trees. The general contractor must protect the existing trees and take them into account when erecting the crane. the construction project is being supervised by Fischer - Dr. Scherer und Partner (tree protection, etc.). extensive investigations into the existing trees were carried out in advance. it is likely that a second crane will have to be erected in the Friedrich-Ebert-Str. area when the precast concrete elements of the façade are installed. In order to guarantee the operation of the existing district court, noise protection measures must be taken, and noise protection scaffolding must be erected on the existing façade in the area of the new building/construction site facilities area (see noise protection scaffolding section). This should make it possible to reduce construction noise. On the second floor, the noise level during court hearings must not exceed a certain level (see noise report) and noise-intensive measures are to be carried out outside of court hearings. it is therefore strongly recommended that the premises, including the outside areas, be inspected before submitting a bid. The client will give all bidders the opportunity to do so. There is also the tree population. Existing trees must be protected. The crane position and height must be adapted to the existing trees. All employees and assistants to be deployed shall be named by the contractor to the SU and the Local Court and registered with the Local Court by submitting a simple certificate of good conduct and a copy of an identity card or passport before the start of the work to be carried out. The local court reserves the right to carry out checks on the construction site.the new building consists of 4 full storeys and a partial basement.the building will be of solid construction (mainly reinforced concrete). Non-load-bearing walls will be constructed as metal stud walls. The façade is made of prefabricated reinforced concrete elements. The surface quality of the prefabricated parts is very high. In the area of the glazed stairwells, the precast elements are perforated.a sample of the façade has been erected on site.the assembly of the elements can in all likelihood only be carried out with a second crane due to the heavy weights.perfect interaction between the shell, precast elements and windows is required when assembling the façade. The windows are planned as aluminum windows. The safety requirements are described in the plans and in the specifications.The energy concept is based on the Building Energy Act of 2023.The heating is provided by geothermal energy with a heat pump.Some breakthroughs are required in the transition areas between the old and new.According to the pollutant report by the Denker environmental office, some walls in the rooms adjacent to the new building need to be renovated.Please note that the pollutant remediation is a renovation during ongoing operation!
