Description

The "Heat Planning and Decarbonization of Heating Networks Act" (Heat Planning Act) of 20.12.2023 obliges municipalities to draw up "municipal heat planning", which is a long-term and strategic process with the aim of achieving a largely climate-neutral heat supply by 2045. Heat planning is intended to create the basis for a greenhouse gas-neutral heat supply in municipalities or to initiate the process for this. With the help of heat planning, the expected heat demand of a municipality is determined and coordinated with a heat supply infrastructure based on renewable sources. The heating plan contains, among other things1. an inventory analysis with an energy and greenhouse gas balance including a spatial representation,2. a potential analysis to determine energy saving potential or local potential for the generation of renewable energies and the use of unavoidable waste heat,3. a strategy and measures to achieve the objectives,4. the presentation of target scenarios and development paths for energy supply, 5. appropriate controlling and a continuation and communication strategy and is carried out with the participation of all relevant internal and external stakeholders and, where appropriate, the public. All service components and detailed information can be found in the tender documents.
