TenneT is looking for a dedicated service provider with the intention to award a framework agreement for the provision of cable baskets, handling and optional storage for submarine cables for TenneT Germany.
Future spare subsea HVAC and HVDC cables shall be stored in cable baskets at quayside at a suitable location.
The tendered services include the engineering, production and delivery of cable baskets as well as the services required to operate said cable baskets, meaning the provision of maintenance and cable and cable basket handling as well as providing a storage space. The storage scope may be replaced by a dedicated storage area in Germany or the Netherlands provided by TenneT. During the start of this tender a potential dedicated TenneT storage area is not yet available.

The application for the call for competition must be submitted in due time
via the e-Award platform Mercell Source-to-Contract. Individual extensions of time will not be granted. Submission of the request to participate (applications) by email, mail or fax are not permitted. A violation of this requirement will lead to disqualification of the applicant and exclusion from the tender process.

In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality Agreement as per "NDA" document provided for download via Mercell. Please send the signed and stamped copy to: claas.drechsler@tennet.eu.

After sending the NDA and a plausibility check by the Client, the Client will grant the interested parties access to the tender by email.

After registering for the tender at Mercell Source-to-Contract, you will find all tender documents for the call for competition phase as well as the offer phase under "Questionnaires", section "Call for Competition".
The bidder can not deduce eligibility for participation only from signing and submitting the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application documents must be submitted in digital form (in a standardized data format, e.g. PDF and MS Office format) exclusively via the Mercell platform.
Pre-submission of application documents by email, fax or mail is not permitted and will lead to disqualification of the applicant and exclusion from the tender process.

Requests to participate must be submitted in full by above deadline exclusively via Mercell in the sections provided for this purpose. Please use all forms provided on the Mercell online platform, which must be submitted with the tender application. Tender applications that are submitted late cannot be considered. Incomplete documents will lead to exclusion from the tender.

Number of candidates invited to participate in the negotiations: 3
The selection of the 3 candidates to be invited for negotiations after the submission of offers will be based on the above award criteria in accordance with Section 5.1.10 applied on the offer documents submitted by the bidders.
The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria.

In accordance with § 57 SektVO, the contracting authority is authorized to discontinue the award procedure at any time.

The estimated total maximum value of any call-offs under this framework agreement is EUR 10,000,000.00 (see section 2.1.3. "Value").
For the avoidance of misunderstandings, it is emphasized that this is merely an estimated value, taking into account all options and "worst-case" scenarios, which does not justify any claims against TenneT for call-offs up to the aforementioned maximum value.
The value stated is purely indicative and must not be used as a commercial guideline when submitting an offer.
