THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.

The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15B11419B00000003 for the award of a firm-fixed-price construction contract for a project entitled Temporary Food Service Kitchen at the Federal Correctional Institution, Petersburg (FCI Petersburg) located in Hopewell, Virginia.
FCI Petersburg is a low federal correctional facility located at 1060 River Road, Hopewell, Virginia, 23860. The project consists of furnishing all equipment, materials and labor for the complete construction of the work. The work consists of the following:
1. The building improvements will be inside the existing UNICOR Building which is located inside the secure perimeter. The existing UNICOR Building is a single story, type II-B construction metal building with a flat roof and total area of 47,598 square feet. The occupancy classification is F-1.
2. The gross area of the new improvements inside the UNICOR Building is 9,420 square feet. This area will be reclassified as an A-2 use.
3. The major items of construction inside the building include:
a) Fire rated, non-fire rated and smoke barrier partition walls constructed of metal stud and abuse resistant gypsum board. The outer walls of the area will also include flattened expanded metal sheets attached to the studs behind the gypsum board for security.
b) New doors, frames and hardware. New interior windows.
c) Finishes including painting, floor sealer and base.
d) Plumbing and utility piping including hot and cold water, waste and vent and natural gas. Also includes hot water heater.
e) Mechanical system comprising of heating and cooling units and ductwork.
f) Modification of fire sprinkler system.
g) Fire alarm system modifications.
h) Electrical system including power to equipment, lighting modifications and convenience outlets.
i) Miscellaneous items including installing owner furnished dishwasher, providing restroom fixtures, guardrail, etc.
4. The major items of construction outside the building include:
a) Connecting to existing and routing new utilities including water, sanitary sewer, natural gas and electrical power.
b) Chain link security fence and gates.
c) Concrete sidewalks and masonry curb walls.
d) Removing and replacing failed asphaltic concrete pavement.
e) Providing utility connections for temporary food trailers which will be furnished by owner.
See the Statement of Work/Specifications attachment included with the solicitation posting (to be issued at a later date as described herein) for the complete requirements of the work.
The performance period for the project will be 175 calendar days from issuance of the notice to proceed.
The North American Industrial Classification System (NAICS) code applicable to this requirement will be 236220 - Commerical and Industrial Building Construction. This procurement will be solicited on an unrestricted basis through full and open competition.
Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude lies between $1,000,000,000 and $5,000,000.00. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range).
The solicitation will be available approximately on or about August 14, 2019. The solicitation will be distributed solely through the Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions.
The "Sensitive /Secure package Upload" option will be selected for this procurement. All secure/locked documents uploaded, to include the solicitation, will require an active FBO vendor registration to obtain access.
