Description
The majority of the broadcasts relate to meetings of the National Council (incl. sign language video, picture-in-picture) and the Federal Council, but committee meetings, events, press conferences and press conferences can also be broadcast live subsequently. On the Internet, different high access rates can be expected, depending on the public interest in the negotiated items. Access to the stream must nevertheless be guaranteed to be fail-safe - despite varying access numbers. The streams must be playable with common browsers as well as on desktop and mobile devices without proprietary software with different protocols and in different quality levels and must be able to be integrated into common open HTML5 video players on the client's website. Appropriate interfaces with Parliament's IT must be set up for the transmission. The transmitted video files are linked with metadata, which is needed for the correct presentation of the speakers and the agenda items in the navigation area of the media library on the one hand, and for the implementation of inserts and abdominal bandages in the video files on the other. For the correct presentation of the contents in the video-on-demand area, manual post-processing of the automatically cut video contributions by the contractor is necessary in some cases. The transmission of the livestream will be largely automated. A total of approximately 800 hours of video material per year can be expected, of which approximately 600 hours (approximately 300 hours of National Council plenary sessions × 2) will be streamed in parallel.
